Greensburg City Council

Greensburg City Council met on Monday.

City Councilor Kevin Fleetwood presented ordinance 2021-10 for regulations on golf cart usage on city streets. This was approved.

Mayor Joshua Marsh presented ordinance 2021-07 for additional appropriation. This was approved. Ordinance 2021-08 for additional appropriation was approved. The MOU with Bird Scooters was discussed. There were several board members who feel as though the scooters are unnecessary and wouldn’t be aesthetically pleasing. Chris Stephen believes that this would be a step in the right direction for public transportation which the city had virtually none of. This was approved 3-2. There was discussion on the Wilhelm Construction scope of work for the Water Treatment Plant. The city will agree to the 7 day extension and deny the $13,000 as the project was stopped for a reason out of the city’s control. The motion to deny payment was approved.

Aaron Stoner with Enterprise discussed enterprise fleet management. This is to apply the rental car system to any city operation that has a fleet of vehicles to help save money. Stoner has been working with the Mayor to put together a fleet list of about 26 vehicles. This could be an advantageous opportunity for the city. The only cost would be a monthly fee for the rates. Mayor Marsh held this discussion for the educational value of the council.

EDC Executive Director Bryan Robbins presented the tax abatement applications for approval. Robbins recommended the council approve all applications except for the following: abatement 2019-9, abatement 2020-19, and abatement 2018-3. This was approved. There was an update given on the county small business grant. The county received $250,000 from Covid funding at the state level and are giving grants up to $10,000 for small businesses. They will be accepting applications until next Monday.

Fire Chief Nathan Stoermer invited the board to the Recognition Ceremony on June 16 at the EOC at 6 pm. This will recognize firefighter retirements, promotions, and new hires.

Mayor Marsh presented ordinance 2021-11 for Additional appropriation for sick time payout for Chief Brendan Bridges. This is $7,400 out of the public safety fund. This was approved. Ordinance 2021-13 for an additional appropriation of $10,000 for the interest due on the fire department radios was approved. There was a request from the Decatur County Auditor to pay the 2020 Animal Control Agreement. They received an invoice from the auditors office saying they didn’t pay their half for the animal shelter last year. The bill is higher than the agreed amount that was set into the budget as well. There was a discussion on whether they pay the bill with this years funds or discuss this further with the county. Resolution 2021-04 for the State READI Grant was presented. This is to incentivize investment with up to $50 million of investment potential. This was approved. Resolution 2021-05 for the continuation of virtual meeting procedures was approved.

There were updates given on the police department. Last week they swore in their new Officer, Thomas Tuttle. This was Brendan Bridges last city council meeting as Chief. He has been a great asset to the community and will be a great asset as an SRO in the Greensburg Schools. The new Police Chief will be Mike McNealy.
