Today is the third reading deadline.  Any House bill not passed by the end of session Monday is dead.   This is known as the end of the first half.  Tuesday Senate Bills passed in the first half of session will begin being assigned to committees and the second half begins.  House bills which passed in the first half of session will begin their journey through the Senate.  The House passed HB1001 on Thursday the 23rd and sent it off to the Senate.  The Budget is the only bill required to pass during session.   Other bills of note are.

HB 1321. Author Representative Garcia-Wilburn

Summary of Legislation: This bill requires the Law Enforcement Training Board to establish minimum standards for basic training and annual inservice training that address the mental health and wellness of law enforcement officers. It requires the executive training program to include training in mental health and wellness and suicide prevention of law enforcement officers. It also provides that the mental health and wellness training may be provided online or by other means of virtual instruction.

The bill provides that full-time firefighters’ minimum training requirements must include the mental health and wellness training. It also requires full-time firefighters and certain persons who provide emergency medical services to obtain annual inservice mental health and wellness training.   The training is available to volunteer firefighters but not required by their request.  

HB1608 Author Representative Davis

Summary of Legislation: This bill provides that a school, an employee or staff member of a school, or a third party vendor used by a school to provide instruction may not provide any instruction to a student in kindergarten through grade 3 on human sexuality. It provides that a school employee or a school staff member is not prohibited from responding to a question from a student regarding certain topics.

The bill provides that an employee or staff member of a school may only use a name, pronoun, title, or other word to identify a student that is inconsistent with the student’s sex if the student, who is an adult or an emancipated minor, or the parent of an unemancipated minor requests in writing the use of a specific name, pronoun, title, or other word to identify the student. It also provides that a request must be submitted at the beginning of a school year.

The bill requires a school to notify the parent of a certain student of a request made by the student to change the student’s name, pronoun, title, or other word to identify the student that is inconsistent with the student’s sex. It also provides that a school may not discipline an employee or staff member of the school for using a name, pronoun, title, or other word to identify a student that is consistent with the student’s legal name.

HB1396.  Author Andrade.  

Summary of Legislation: This bill establishes the Stop the Bleed Donation Pool for the purpose of receiving donations of gifts or donations. It provides that the Stop the Bleed Donation Pool is administered by the Department of Homeland Security (DHS). It also provides that a public safety agency may request bleeding control kits or donations made to the pool.
