City of Greensburg Board of Works Meeting

The board meeting began with Mayor Josh Marsh providing an overview of the Washington Township fire contract that was discussed during the budget meeting. The contract was sent over to the Township Trustee by City Council to approve. The board of works approved the contract once it is approve by Washington Township. This agreement states that the township will give $180,000 for fire services in 2025 and 2026 and the city will modernize the brush truck that is owned by the township.

Melissa Brown, Caleb’s Cause received approval to hold the event on September 20th beginning at 8a. Greensburg Police Department will assist as needed with safety for the route.

Todd Smith, Bethel Apostolic Church received approval to close West street during their 8/31/25 11a-5p Friends Day.

Mike McNealy, Greensburg Police Chief received approval to enter into an agreement with a consultant to conduct a first responders training on media relations. This will be made available to other departments in the region. Chief McNealy also received approval for the promotion of Officers Keaton Atchley and Josh Taylor from Probationary to Officer status on their respective 1 year anniversary dates.

Nate Stoermer, Fire Chief received approval to spend $18,929.75 on 5 sets of turnout gear. The cost is within his budget and will need no appropriations to complete the purchase.

Mark Klosterkemper, Street Commissioner received the approval to purchase a 2026 Mack Dump truck with upfitting included for $164,733.41. This was much less than originally budgeted. Mark pointed out that he was able to get the 2026 for the cost of the 2024 model he was originally looking at. The board also approved Mark to spend up to half of the cost of a Bobcat Tractor that the Street Department and the Water Department will share. The Water Board approved half of the cost during their last week’s meeting.

Joe Cain, Wastewater Superintendent received approval to purchase two grit classifiers for the cost of $149,597. Failure to replace these could cause additional issues throughout the plant. These machines are from 2008 and are due for replacement. The board also approved Comer Building’s bid for $38,658 for the build of a 24x30x14 building, concrete slab, preparation work, and gravel to be added around the building at the Ohio Street Lift Station. This building will hold the back up generator in case of the need to use it. The Ohio Street Lift Station is one of sixteen lift stations in greensburg but this one sees the most wastewater.

Zach Wirrig, Public Projects Director received approval for a Schutte Excavating- Washington Street Change Order Revision. The original change order was approved in June for the city and the church that is located beside the cities parking lot to work together on upgrading the parking lot. However, that has not happened and he is requesting that the change order to be revised to reflect $99,429.70 for work to be done to the cleanup and rework to be done to the brick work that was put in before on Broadway Street, Stormwater work, and work to be completed on the curb ramps on Broadway Street between Washington St and SR 46. The work that needs to be done on the cities parking lot is still a possibility but will not be part of this project.

Zach stated the Washington Street project is coming along. He mentioned that in the next few weeks they will be announcing closures and possible re-routes for the contractor to complete the ending of the project.

The board approved the claims.
