The meeting began with the approval of the November 12th, and December 2 meeting minutes.
Brendan Bridges Greensburg Community Schools received approval for a road closure for East North Street past the Armory and up to the next intersection by the Greensburg Jr. High School. Bridges was thrilled to tell the board that they were the only Jr. High chosen in Indiana to participate in a staff and student polar plunge on February 12, 2026, supporting Special Olympics. The road will be closed 11am-1pm. Brendan added that he would take care of the signage and road barricades. He added that a pool will be set-up for the polar plunge.
Amy Borns, City Clerk Treasurer received approval for an invoice submitted by the Owner-Occupied Rehabilitation Grant.
The board approved entering into an agreement between the City of Greensburg Street Department and Strand for on-call services. Mayor Marsh stated that the city has several departments that operate with the same type of agreement, and they have continued to work out great.
The board approved an agreement with Vialytics, a system that uses artificial intelligence to evaluate the condition of city roads and signage. The tool works through a smartphone app that can be mounted to any vehicle and automatically captures still images every 10 feet.
Greensburg plans to equip two of its garbage trucks with the system to ensure regular coverage of city streets. For roads not included on garbage routes, Deputy Street Commissioner Louis Moore will use the app in his city truck. Officials noted that the technology will significantly reduce staff time currently required for manual assessments.
The images and data collected will also support the city’s existing PACER rating process, which is used to plan for funding needs, and can help track deterioration caused by detours. The agreement spans three years.
The board approved the INDOT agreement for Main Street presented by Joe Cain, Wastewater Superintendent. The city agreed to pay up to $536,000 with a minimum cost of $235,000. Mayor Marsh pointed out that this project in total is an INDOT project and is estimated to cost over $13 million dollars and that the city is benefitting from the agreement.
Cain received approval to replace his department’s 1992 Vac-Con, noting that many of the truck’s functions no longer work. He explained that replacement parts are no longer available, and when repairs have been needed, staff have had to salvage components from other trucks. Both Joe and the board confirmed that the purchase had already been accounted for in the 2026 budget. The 1992 unit will be sold and removed from the city’s fleet.
Nate Stoermer, Fire Chief received approval to utilize capital funds to purchase equipment to outfit Engine 21 as a Ready Reserve vehicle. This was already a planned cost during 2025. Nate also received approval to promote Jake Hawkins and Justin Miller from Probationary status to Firefighter First Class.
Mike McNealy, Police Chief received approval to purchase a new Ford Explorer to be added to his fleet in 2026. The board approved McNealy to offer a conditional offer of employment to candidate #1. McNealy also received approval to update the departments Handbook to change that officers can receive up to double pay if they are working on a specially funded program such as Operation Pull over with the discretion being left to the chief.
The board took a moment to recognize the loss of Melinda “Minde” Myers who served as the Greensburg Decatur County Animal Shelter. Mayor Marsh added that her family has been in everyone’s thoughts over the past few days and added that he would like to thank her for the years that she devoted to the animal shelter.
The board voted to table the contract for 200 S. Monfort Street as additional review and possibly edits could be needed before final approval.
The board approved to enter into an Economic Development Agreement for the properties located at 117 E. Main Street and 112 S. Franklin Street. Renovations will be funded by READI funding, with a public bathroom being built as part of the renovations at 117 E Main Street Greensburg, IN 47240.
