City of Greensburg Board of Works
The meeting began with the normal approvals of the past months meeting minutes.
The board approved a 1-year extension for website maintenance for the city.
The pastor from the Bethel Apostolic Church received approval for a road closure on August 30th from 11am-5pm for their annual “Friends Day”. This is a gathering of the community for a festival style gathering.
Joe Cain, Wastewater Superintendent received approval to purchase a lift station. Joe stated that currently his department is having to report to the area and do a drain twice per week of 500 gallons to prevent backups. Joe added that this expense will come out of his department’s funds. Joe received approval to pay an additional cost for replacing the bearing on the city’s Vertical Loop Reactor (VLR). Part of that approval includes purchasing a backup bearing so the department has one on hand. The current bearing that went bad has been on the equipment for 24 years.
Mayor Joshua Marsh stated that the city’s Wastewater Treatment Plant was featured in a magazine that goes out to treatment plants throughout the country.
Mark Klosterkemper. Street Commissioner received approval to purchase a truck from Russ Hubler. Russ Hubler was the lowest quote provided from three area dealerships.
The board voted to authorize the mayor to be the signatory on the Right of Way Phase I & II for the Park Road Project.
Mark also provided an update stating that after being originally denied an unofficial detour for the I-74 project. He and the county went together and reached out to the Indiana Department of Transportation and received their approval that they would video US421 and pay for any damage that occurs from the roadway being used while I-74 is an active construction site.
Zach Wirrig, Director of Special Projects received approval to select Lykins as the lowest bidder for the water & wastewater Broadway St. project. The Water Board approved the water portion during their meeting last week. This project was part of the capital projects that were financially planned for.
The board voted to change their Commercial Driver’s License process. They have seen individuals come to the city, receive their CDL from the city, and then resign and go elsewhere. The board changed the process and the individual who receives their CDL through the city will have to work a minimum of 36 months before they resign with no amount owed to the city. If an individual leaves before that time period they will be responsible to reimburse the city for a portion of their training.
Mike McNealy, Greensburg Police Chief introduced the board to Kenneth Woodall. He was sworn in during the meeting as the newest School Resource Officer, and he will be working at the Greensburg Elementary School. Mr. Woodall has several awards and credentials that include working as an EMT, working within the Department of Homeland Security, and his overall career experience makes him the perfect person for this position.
City of Greensburg City Council
The meeting began with the approval of the prior meeting minutes.
The council approved 2026-05 on its second reading. This resolution was for an additional appropriation for public safety for the police department to purchase a vehicle this year instead of next year.
Michelle, Lifetime Resources Representative attended the meeting and received approval for $10,000 for their 2027 budget to provide transportation services in the city. The $10,000 will come out of the city of Greensburg’s 2026 budget. Michelle stated that in 2025 they provided 7,700 rides to 142 individuals. She stated that in April 2026 they added a third route in Decatur County.
Amy Bornes, City-Clerk Treasurer presented and received approval for resolution 2026-14 which discussed how to handle dormant accounts.
Mayor Marsh stated that Mark Klosterkemper was unable to attend the meeting but shared the same information that Mark had presented during the Board of Works meeting.
The council voted to have Mark Carman serve as their appointment on the Lilly Scholarship Review Committee.
