Area Plan Commission Meeting

May 7, 2025, meeting minutes were approved.  

APC Petition 2025-14 – Jeffrey A Moore, received unanimous approval to rezone two lots in Westport from a B-1 zoning classification to an R-2 zoning classification to build two duplexes on the property. The property is owned by Jeffrey A. Moore and is located at 215 E Mulberry St & 109 N Poplar St, Westport in Sand Creek Township. No comments from the audience.  

APC Petition 2025-15 – Tyler Brown and Crystal Brown received unanimous approval to rezone approx. 2.99 acres out of 16.1505 acres from an A-1 zoning classification to an A-2 zoning classification to build a single-family home. The property is owned by the petitioner and is located just East of 9610 W County Road 100 S, Greensburg in Clay Township. No comments from the audience. 

APC Petition 2025-16 – Tina Watt received unanimous approval to rezone approx. 2.50 from an A-1 zoning classification to an A-2 zoning classification to build a single-family home. The property is owned by the petitioner and is located Just West of 7359 W County Road 650 N, St Paul in Adams Township. No comments from the audience.  

APC Petition 2025-17 – Brittany Warren received unanimous approval to rezone approx. 2.99 acres out of 17.2 acres from an A-1 zoning classification to an A-2 zoning classification to build a single family detached dwelling. The property is owned by Maddy Timber LLC and is located Just South of 3575 N County Road 420 W, Greensburg in Adams Township. A neighboring landowner stood to explain her opposition to Brittany building a home. They have not yet purchased the property as the purchase of the property depends on today’s decision. The concern is that the driveway is shared with other neighbors via an easement. The neighbor voiced her concern that the driveway will not sustain the traffic of the construction equipment used to build the home and stated that the driveway area has flooded in the past. The neighbor states that there has been no assistance with maintenance of driveway and weeds on the proposed property, it was pointed out that the petitioner does not currently own the property. Paul David Corya, Manager at Maddy Timber LLC, stood to state that farm equipment has used the driveway and that it does not flood. He further stated that he has assisted with purchasing and laying stone and the driveway is in good condition. Vanessa Stewart Corya stood to state that Paul David Corya is not the actual landowner. Doug Westerfeld clarified that Paul David Corya had to sign the petition paperwork and that he is the owner of the property. Before the vote was taken the Area Plan Commission encouraged Brittany to do her part to maintain the driveway. 

APC Petition 2025-18 – GD Partnership LLC, represented by Christopher Stephen, Attorney received unanimous approval to rezone approx. .45 acres out of from an R-2 zoning classification to a B-3 zoning classification to build a Gas Station. The property is owned by GD Partnership LLC and is located at 8357 E State Road 46, Greensburg in Salt Creek Township. Mr. Stephen stated that the petitioner would like to renovate the current structure and make it into a gas station with three pumps and underground fuel storage to be in front of the building. He also stated that the petitioner owns a gas station in Greensburg and another business. An adjoining landowner stood to voice concerns related to lighting, lack of privacy, placement of a dumpster, increased noise, increased traffic, and decreased property values. Mr. Stephen consulted his clients, and they stated that they would be willing if the petition was approved to construct a vinyl fence along the south side of the property of the gas station to eliminate concerns with this property owner. Mr. Stephen went on to state that the entrance and exit will be on highway 46. All delivery trucks will enter and exit from highway 46 which is in front of the gas station.
