The City of Greensburg Board of Works meeting was held on November 12, 2024.
The meeting began with the approval of September 4, 2024, Executive Session meeting minutes and October 2, 2024, meeting minutes.
Allie Beck, Mainstreet Greensburg received approval for road closures on Franklin St, and Washington St. for the Mainstreet Holiday Walk on December 7, 2024.
Zach Wirrig, Director of Public Projects, received conditional approval for the bid received from Dave O’Mara contractors for the DNR NLT Rebekah Park Trail Bid as they are lowest bidder. Zach explained that he is going before the County Council and Commissioners to find out if they wish to include the county parking lot in the project. This is being tabled for final approval for the December meeting. He provided an update on the Washington Street closure. He stated that the road will remain closed in the area that is until around the first of the year. The RFP for the previous Fire Department was advertised starting on Saturday. Proposals are due for the January meeting.
Brooke, Reedy Financial Representative, presented their study that included water, sewer, and wastewater rates. Looking at the counties budgets, costs, and debts they are proposing for water at the end of the 3-year period, for every 4,000 gallons a residential customer consumes they would see a rate increase of $10 more per month. It was pointed out that the increase would be gradual over those 3 years. A sewer increase would be proposed at the end of the 3-year period because for every 4,000 gallon a residential customer consumes, they would see a rate increase of approximately $9 more per month. The average household of 4 consumes 4,000 gallons per month. The board of works voted to table this discussion until the December meeting.
Mike McNealy, Police Chief, received approval to enter a five-year contract for new body cameras, new car cameras that will also include rear cameras in patrol vehicles. This is due to their current equipment is obsolete and not being able to be fixed or receive parts any longer.
Nate Stoermer, Fire Chief, received approval to hire JH to fill his third position due to a recent resignation that the department was not expecting. Nate provided an update on the Greensburg Fire Department book. He received approval to move forward with purchasing 200 books to be sold to the public and donated to retired firefighters.
Julie Nobbe, Personnel Administrator, received a positive recommendation from the BOW to the council. Julie also received approval to begin the new Background Check Policy on January 1, 2025. Currently background checks are not being done for employees at the city and this new policy will change that.
Rick Denney, Water Plant Superintendent, stated his department had to send 200 letters for the utility side, 800 on the customer side, and approximately 100 of the unknown. They need to contact his department to discover what they have on their side. This should be out asap. These are EPA mandate October 16th was deadline to get inventory submitted. Rick submitted it on October 15th. The EPA is giving 10 years to get the pipes replaced. However, Rick states that the city has done a great job being ahead of the work and requirements. If it is on the utility side the city must fix it, if it is on the customer side the customer is encouraged to make the updates and are the responsibility of the homeowner.
Mark Klosterkemper, Street Commissioner, received approval pending council vote to purchase a telehandler with bond proceeds. Mark also received approval for the purchase of two lawn mowers. He received approval from the Board of Works to send the fuel tanks that are left from their move to be included in the auction held by Owens Auction at the Fairgrounds in December.
Mayor Josh Marsh stated that the city owns a billboard and with funding from the Gateway to the City project he would like to complete the updates that are needed to make the billboard usable. The board approved Josh to begin that work with Green Signs.
Mayor Josh Marsh received approval for the Wastewater Plant to purchase a mower and a side by side. The mayor received approval for the Assistant Wastewater Superintendent Job Description. The mayor received approval to transfer the generator from the old Fire Department to the Wastewater Plant.

The mayor swore in newly hired Greensburg Police Officer Andrew Johnson.
