City of Greensburg Board of Works Meeting- 2/11/25

The meeting began with the board approving the January 14th meeting minutes and February 10th executive meeting minutes.

The board awarded CCMG 2024-2 to Dave O’ Mara Inc because they had the lowest bid of $898,933.90 contingent on review of the documents submitted in the bid packet.

Kevin Springer, Pretreatment Coordinator received approval to purchase a new camera truck in the amount of $247,331.42 to replace a 16-year-old vehicle and outdated camera that they are not able to get parts for any longer. Mayor Marsh stated that these purchases were planned in the Capital Improvement Plans for 2025.

Mayor Josh Marsh asked for the board to review the proposed Washington Township Fire Contract for 2025. He stated that the Washington Township Trustee has requested a meeting with both he and Chris Stephen to go over this contract. Josh received approval to purchase 2 Dodge trucks from for the Wastewater Department and purchase a Ford SUV. These were planned and already budgeted for. Mayor Marsh also received approval to move forward with the Wastewater Treatment Plant Transportation Contract.

Mark Klosterkemper, Street Commissioner received approval for the Spring Heavy Trash May 19-23, 2025. This will be the only Heavy Trash Pickup opportunity in 2025. Mark spoke about the Transportation Safety Grant that they applied for and were awarded. Included within the grant was updating the traffic signals on Lincoln Street, Swap out pedestrian buttons and add audio signals for those that are visually impaired, re paint pavement markings, and install pre-emption devices. This grant is 90% funded by the state with the city only required to contribute 10%. The award was approximately 1 million dollars. However, Mark said that this opportunity has a tight turnaround with requirements to be under construction by 2027. He must move forward quickly to meet a March 1, 2025, deadline for engineering. The board approved this project pending the mayor’s review and approval.

Mike McNealy, Police Chief received approval to offer candidates #1 and #2 conditional offers of employment.

Zach Wirrig, Public Projects Director received approval for Corbin Excavating to complete the Stormwater Inlet Improvements.

Zach received approval for the Rebekah Trail Extension Change Order with PAE Excavating. When bids came in, they were under the approved grant budget. In order to utilize the funding to its full potential the board approved for the trail to extend from the originally proposed stopping point and extend to the entrance at Pirate Park.

Zach provided an update on CCMG 2025-1 which includes reconstruction of the road surface on Michigan Rd near Honda, road resurfacing and lines being painted on East Freeland Road near Walmart, and work to be completed on Commerce Drive, Kessler Blvd, and West Davis St.

The board approved all claims.

Chief Mike McNealy introduced the board and those in attendance to Greensburg Police Department new hire Nic Polley and his K9 Bradly. Nic and Bradly have served Decatur County as they both recently worked for the Decatur County Sheriff’s Department. While at the Sheriff’s Department Nic worked to raise the funds needed for a K9 partner and that is when they purchased Bradley in 2023. Through a purchase agreement the City of Greensburg was able to purchase K9 Bradly from Decatur County to continue the handler bond. Bradley is a German Shepherd and Belgian Malinos Mix.
