The City of Greensburg City Council meeting was held on November 12, 2024.
The meeting began with the approval of October 2, 2024, meeting minutes.
Julie Nobbe, Personnel Administrator, received approval for Ordinance 2024-23 updates to the City of Greensburg Employee Handbook.
Zach Wirrig, Director of Public Projects, received approval for Ordinance 2024-24 Stormwater Fees Schedules.
Brooke, Reedy Financial Representative, presented their study that included water, sewer, and wastewater rates. Looking at the counties budgets, costs, and debts they are proposing for water at the end of the 3-year period, for every 4,000 gallons a residential customer consumes they would see a rate increase of $10 more per month. It was pointed out that the increase would be gradual over those 3 years. A sewer increase would be proposed at the end of the 3-year period because for every 4,000 gallon a residential customer consumes, they would see a rate increase of approximately $9 more per month. The average household of 4 consumes 4,000 gallons per month. The council voted to approve the first reading of the water study on its 1st reading on Ordinance 2024-25, and sewer 2024-26. Jaime Cain asked if they were provided with the comparisons for the surrounding counties before their December meeting so they can vote.
Bryan Robbins, Economic Development Corporation received approval of Resolution 2024-10 for inclusion of annexed parcels. This is to include the 8 parcels that were annexed last year.
Mike McNealy, Police Chief, asked the council to approve putting the two officers’ positions back into his department and their budget. He stated that they did not receive the grant that they were hoping that they would provide those two positions salaries. The chief said that he wants to continue to be preventative instead of reactive as a police department. He said that the city will be seeing an influx of growth as it moves forward, and he wants to be prepared and ready. Currently, the department is operating with 6 officers in training, 1 on FMLA. This is wearing on the officers as they are working overtime to cover shifts. The council said that they would table this decision until the December meeting.
Nate Stoermer, Fire Chief, received approval to hire JH to fill his third position due to a recent resignation that the department was not expecting. Nate provided an update on the Greensburg Fire Department book. He received approval to move forward with purchasing 200 books to be sold to the public and donated to retired firefighters.
Rick Denney, Water Plant Superintendent, stated his department had to send 200 letters for the utility side, 800 on the customer side, and approximately 100 of the unknown. They need to contact his department to discover what they have on their side. This should be out asap. These are EPA mandate October 16th was deadline to get inventory submitted. Rick submitted it on October 15th. The EPA is giving 10 years to get the pipes replaced. However, Rick states that the city has done a great job being ahead of the work and requirements. If it is on the cities side, they will take care of the changes required. If it is on the customer side the customer is encouraged to make the updates and are the responsibility of the homeowner.
Mark Klosterkemper, Street Commissioner, received approval to purchase a telehandler with bond proceeds.
The council approved the 2025 holidays which are the same as the 2024 holiday schedule minus elections days. The 2025 meeting schedule remains the same as 2024.
Mayor Josh Marsh reminded the board that they will be making board appointments at the December meeting.
