City of Greensburg Redevelopment Commission Meeting & Airport Board Meeting- 4-3-25

Greensburg Redevelopment Commission Meeting-

The meeting began with the approval of the Thursday March 6th ,2025 meeting minutes.

Zach Wirrig, Director of Public Projects provided an update on the following projects:
-Iron Men Apartment Complex- Continuing to move forward and have shared their comments for the EDA and are now proceeding to get the EDA drafted and finalized. on 4/4/25 several entities are planning to meet with Iron Men Apartment Complex representatives to help start the project. The deed has been recorded and will be sharing the easement draft with Iron Men before it gets recorded just so they can review it. Zach requested Darren to request an alley vacation between lot 100 and 101 because at this time it is still an active alley at this time on the property.
-Liberty Lakes- Ten lots out of thirty lots currently for sale has been sold. Schutte Excavation is continuing to complete work on the property. All water meter pits, and sewer system has been completed. The second house is almost under roof.
-Property Marketing- At this time there has been no movement on the property marketing initiative.

Bryan Robbins, Economic Development Corporation Executive Director explained the prospective housing study to be continued in Decatur County. Bryan requested $10,000 in funding from RDC to go towards the total cost of $40,000 Housing Study to be completed. He is asking $10,000 from each partner Greensburg RDC, City Council, Decatur County Commissioners, and Decatur County RDC. The RDC unanimously approved this request.

Bryan brought up the RDC becoming a member of International Council of Shopping Centers and attending a conference to help advertise the properties that are available in Greensburg. Bryan said he feels that having Zach and/or the mayor to attend these types of meetings it would be a great step to help market properties. The membership fee is $175.00 and the RDC voted to pay the fee and become members.

Zach came back to the podium and spoke about the funding that they provided Mainstreet Greensburg to establish the Interior Improvement Grant last year. Zach said that the first round has been awarded and went to the Decatur County Community Foundation and The United Fund building to caulk and reseal the windows on the building.

The board approved the claims for the amount of $19,371.05.

Greensburg Airport Board Meeting-

The meeting began with the board approving the March 6, 2025, meeting minutes. The board reviewed and approved the Financial Report with a combined balance of all three accounts being $421,852.60.

Jerry Scheidler, Airport Manager said that the gentleman that installed the cameras is no longer employed. The owner reached out and said that they will come out and install the cameras higher where they need to be. They will be also sending the battery backup equipment that they needed. They discussed a prospective farmer that would like to rent some of the land to farm. The attorney for the Airport Board is reviewing the contract before they go to enter into an agreement. They plan to discuss at the next meeting. They discussed the QT5 one-year contract that they received. This is the computer system that allows someone to use the credit card when buying fuel at the airport. The board voted to table to take time to review this agreement before next meeting and they will discuss it during that meeting.

The board approved payment of the bills.
