City of Greensburg Water Board- 11/6/24

The City of Greensburg Water Board met on 11/6/24. The meeting began with the approval of the prior meeting minutes.

There was no old business to be discussed.

Under new business

Brooke Chaille, Reedy Financial Group, PC presented the Water Rate Study results and spoke briefly about the current fees associated with the connection of water to a property. Brooke went into details about some of the expenses that are reviewed when looking at current water rates which included debt, salaries, inflation, new vehicles, updates, projects, and any bonds coming due or ending.

Following Brooke’s presentation Mayor Josh Marsh came to the podium to state that the capital plan does include two large projects and stated that they must be looking ahead to fund these projects. He mentioned that the Water Board would need to favorably send this to the City Council to review. The board voted to send the report to the City Council for review.

Darren Burkhart HNTB provided an update on the SRF that they have been working on for a few months which goes over the projects that they have been discussing. The update included 6 chapters of information that range from the current capacities and situations, needs, and impact of the projects that have been presented. He spoke about the costs of the projects and what changes they can make so that they can finalize the report. He asked that the board offer a few volunteers to go through the process for approximately an hour to review this document. Darren stated that they are getting closer and are moving forward with the process and hopes to get the SRF completed soon.

Zach Wirrig presented the HWC Park Road Contract. Zach stated that the city and council are working on planning the project and plan to be let February 2028. The Water Board approved the contract as presented.

Rick Denny presented an LSLI Update that includes the inventory of utility and customer side of lines that are lead & copper pipes. Rick stated his department had to send out 200 letters for the utility side, 800 on the customer side, and approximately 100 of the unknown. They need to contact his department to discover what they have on their side. This should be out asap. These are EPA mandate October 16th was deadline to get inventory submitted. Rick submitted it on October 15th. The EPA is giving 10 years to get the pipes replaced. However, Rick states that the city has done a great job being ahead of the work and requirements. If it is on the utility side the city must fix it, if it is on the customer side they must financially fix it from the pit to the house.

Rick stated that he submitted October MRO.
