Decatur County Memorial Hospital Board of Directors Meeting: January 30, 2025

The Decatur County Memorial Hospital Board of Directors held their monthly meeting on 1/30/25.

The meeting began with Dr. Rayles completing her oath of office as she has been re-appointed to the board. The board then appointed their Treasurer and Co-Treasurer.

The consent agenda was accepted as presented.

Catherine Keck, CFO, provided a financial review to the board stating that the hospital’s investments have done well, the revenue was down slightly, and the expenses were within 1% in line with what was budgeted.

The Planning Committee provided an update on their last meeting. Rex McKinney, CEO stated, “The retail pharmacy has grown significantly and over the next few months the Planning Committee will be looking at ways to enhance that space.”

The Quality Management Committee provided an update stating that they are seeing great increases in the quality of care that is being provided. It was mentioned that in 2024 falls were half of the falls in 2023.

The Finance Committee update was that they have reviewed audits, and it was noted that the Accounts Receivables Department has continued to improve. During their meeting they also spoke about comparing the rates that are available for their line of credit.

The Investment Subcommittee stated that they met with their investment advisors during the past meeting and reviewed last quarter’s return on investments and no changes were made.

The board voted for the Board Chair, Board Vice Chair, Treasurer, and Co-Treasurer to be the Operating Account Signatories for 2025.

The board approved both Rex McKinney’s and Catherine Keck’s conflict of interest forms for 2025.

Rex McKinney provided the CEO’s update by stating that 2024 was a very challenging year for hospitals across the country including DCMH. Rex added that some of this is due to inflation and flat revenue. He said that he is keeping an eye on current Legislative Bills that have been introduced because there are a couple bills that could be a positive for hospitals. Rex added that he is proud of the care that the hospital provides. Despite the challenges the hospital faced in 2024 Rex stated that they saw increases in their surgical department, clinics, and the Retail Pharmacy department grew significantly.

Rex mentioned that one area of concern is that usually they have approximately an 18% turnover rate, however they are seeing that rise as currently the health care job market is competitive. Rex said that DCMH continues to work hard to stay competitive to retain and attract talent.

The board approved the appointment applications for the medical staff, including Tarek Kteleh, MD; Andrew Kim, DO; David Kephart Jr., DO; Alicia Topoll, MD; William Gebele, PA-C; David Gray, CRNA; and Sabrina Taylor, LCSW.

The board approved the following terminations from the medical staff, including Charles Kuhfahl FNP-C, Mary Fogler DO, Steven Gunderson MD, Robert Kinn MD, Timothy McAfee FNP-C.

No Board Meeting scheduled for February.

The next meeting is March 27, 2025, at 7 pm.
