Greensburg Board of Works

The Greensburg Board of Works met on Tuesday.

The Mayor’s Office Interns Marissa Cain and Cole Stephen presented their proposal for a future city project- a game pad at North Park. They are proposing that the tennis court be removed, a concrete pad be poured, and concrete games be added. The games included would be table tennis, cornhole, and 4 square. The company that the games would be purchased from is Doty and Sons who quoted them $12,636 for the games. They would also like to add 4 picnic tables which would be anchored to the concrete for $4,851.87. The Decatur county Parks and Recreation Department has agreed to maintain the area if the project be finished. The total project cost would not exceed $87,000. This was approved to receive bids.

Fire Chief Nathan Stoermer came to the board to discuss a new HVAC system that was purchased. Their old system went out at the beginning of July and since then they have had no air in the administration area of the station. Stiers Heating and Cooling installed a new one for under $4,600, which was the lowest bid they received. The Chief made a request for an executive session at the end of August. They had another resignation and now have 2 spots needing to be filled. Currently they have 5 applicants and would like to have a recommendation for the next board meeting. This was approved. The board approved the purchase of a new fire Chief vehicle for no more than $50,000 including the added equipment.

Wastewater Superintendent Zeke Smith came to the board to request the purchase of UV disinfection equipment. The existing UV system is over 20 years old and no longer has parts available for repair. They would like this to be installed in-between October and April so that they have a new one for the disinfecting season in 2023. IDEM will not give a variance for the start of season, meaning that this is an emergency pre-purchase that would surpass the typical 3 bid rule. The installation of the system will still be put up for bid. This was approved as they are at risk of being non compliant if the current system were to break down.

Street Commissioner Mark Klosterkemper announced that Heavy Trash will be August 15-19. They will no longer be taking construction or demolition debris and all trash must be bagged accordingly. The board approved the purchase of a replacement flatbed truck which will take 8-10 months to arrive.

City Engineer Ron May presented the St. Mary’s Church Sewer and Stormwater credit application. The credit system allows non residential areas who meet the existing requirements to develop credits. They are requesting a total of 30% off of stormwater fees and they meet the requirements. This was approved. A petition to appeal an impervious area on 201 N Monfort Street was presented. The crushed stone on the property makes it questionable as to whether the ground is impervious or not. After research May has found that the stone is impervious and recommends that the board deny the request to appeal. The owner of the property believes there is no runoff to other properties and the stone allows for the water to absorb into the ground. The appeal was denied. The petition to appeal an impervious area on 410 W Mill Street was presented. The owner is appealing due to the fact that Ireland Street and Mill Street are both in their parcel which are both public roads. The appeal was approved. Every parcel in the city has been billed for stormwater with the exception of any public roads.

Mayor Marsh invites everyone to the Water Plant Open House on Saturday, August 20 from 11:00am – 1:00 pm. The Mayor invites everyone to National Night Out on Thursday, August 18 at North Park from 5:00-8:00 pm. The drive up window to city hall will be closed for 2 weeks due to the parking lot renovation.
