Greensburg City Council

Greensburg City Council met on Tuesday.

Clerk Treasurer Amy Borns presented ordinance 2022-05 for additional appropriation for Greensburg Community Schools. This was approved.

Philip Roth with American Structurepoint gave a Comprehensive Plan update. They have been in the community-driven planning process and are now in the home stretch. They are plan to have lots of items to show the community as well as updates. They launched a survey for the community that can be found on the City of Greensburg website. Next week they plan to hold both in person and virtual workshops.

Reedy Financial presented the 2021 end of year report. Any corrections made for 2020 funds will show up in the 2021 funds within the General Fund Balance. The redevelopment commission annual report was presented to the board. Ordinance 2022-07 for reestablishment of Cumulative Capital Development Funding was approved. The board discussed the ARPA reporting deadline. This is a vote to approve standard allowance for revenue loss. This will involve no moving or spending of funds. This was approved.

Main Street Greensburg Executive Director Tonya Downey gave an update. 2021 was a challenge when it came to creating events in the new world climate, however they persevered. They had a mural opening on Tarouya, upgraded to maintain and preserve building downtown, and had the Ohio Rail Experience visit. They had a successful farmers market and, with the help of Great Plains Communication, got free wifi downtown which helped the market accept WIC and SNAP benefits. Their main goal is to work with business owners and solve what problems they have. The Holiday Walk was the big finale to the year and it went amazing. The Greensburg Fire Department helped to set up the tree on the square and over 1,000 kids saw Santa. Thanks to the strength and resilience of the current businesses, people want to do business in our downtown.

Fire Chief Nate Stoermer presented that the Design Firm for the Fire Station project was awarded to DLZ. This was approved by the board of works. The contract would not exceed $150,000. The board agreed for the project to continue but would like to hold on for the official contract approval until they review the funds. The 2021 annual report was presented to the board. They will be hosting a recognition and promotion ceremony in May.

City Engineer Ron May discussed the naming of a private street. A subdivision platt came forward and was approved but did not have a name for a road within it. The street is looped and will need 2 names to reduce confusion. There was a suggestion of one part being Memorial Way continued on and the other being called Military Drive. This was approved.

Ordinance 2022-08 for amendment of ordinance 2021-10 for golf carts was approved. This is for the annual registration date of June 1. Ordinance 2022-09 for amendment of ordinance 2021-40 for UTVs was approved. This is for them to be allowed on highways within city limits and for the annual registration date of June 1.

Mayor Josh Marsh recognized the Wastewater Plant and Greensburg Fire for 2 grain bin rescues.
