
Greensburg City Council met on Tuesday.
There was a public hearing held on an alley vacation on Washington Street. When an alley is vacated it is split between adjoining property owners. One property owner said they would like it vacated so the kids would stop messing up the gravel and so that cars can no longer go down it. Another property owner was worried the access to his property will be blocked if the other owner attempts to fence the alley.
Cam Troxell with First Person came to the board with a presentation for a total compensation and benefits study. Their goal is to help employers identify the gaps in employer/employee relationships and how to fix those gaps. The core of their business focuses on insurance, benefits, compensation and human resource strategy. They would like to extend the dialogue with the City of Greensburg and work toward a final scope and eventually issue a proposal with a presentation. This was tabled due to significant hesitation from the board who felt as though these services may be unnecessary.
Ordinance 2022-13 to amend the City Employee Salary Ordinance was approved. Ordinance 2022-14 to amend the Utilities Salary Ordinance was approved.
Bryan Robbins with the Decatur County EDC presented the continuation of the tax abatement review from last month. These were approved.
Police Chief Mike McNealy presented the DLZ contract for a new HVAC system. The current system is 20 years old and is breaking down with mildew and mold issues. This would be just for a scope assessment and would include construction administration, bidding, and schematic design for $57,500. This was approved.
City Engineer Ron May presented ordinance 2022-16 for the vacation of an alley. They received the petition to vacate the alley and the traffic committee reviewed it. It was noted that a property would have limited access. There was a favorable recommendation contingent that the property owners come up with an access agreement. This was tabled.
Building Commissioner Sarah Hamer presented a property transfer. This is for the ARC of Decatur County who discovered the city owns a small portion of property that they paved with their parking lot thinking it was theirs. The property is of no value to the city. This was approved.
