Westport Town Council Meeting- 4/14/25

The meeting began with the approval of the prior meeting minutes, funeral deeds, claims, and payroll claims.

Rachel Runge, Commonwealth Engineering provided an update on the wastewater project. She said that they are well underway and are making great progress. Currently, they are working on the portion of the treatment facility to the lift station. She mentioned the rain has made things a bit messy but really hasn’t slowed their progress. Rachel presented and received approval for Pay Application #2 $194,750 putting the project at 11% of the total cost paid out.

The Westport Kiwanis received approval to use the lake located near the Westport Treatment Plant for the 2025 Annual Fishing Rodeo on May 10, 2025.

Westport Christian Church received approval to close Mulberry Street from Range Street to their property line and their alleyway next to the church from June 22-25th from 5p-8p for Vacation Bible School. They also received approval for the same road closures for their Annual Block Party on August 7th from 3p-7p.

Jeffrey Moore received a favorable vote from the council to go to the Decatur County Area Plan office to rezone 2 lots located on the corner of Mulberry & N. Poplar Street from Business to R2 so that he can construct 2 duplexes to be used for rentals.

The board began to review the rezoning request submitted by Chris Tebbe, Attorney representing Roy Saylor. However, neither Mr. Tebbe nor Mr. Saylor attended the meeting. The council discussed the petition as they already approved the 6 acres to be rezoned previously, and now he is asking to rezone a 13-acre tract that is attached to the 6 acres. This was in response to the Area Plan’s concern with drainage. There is an existing pond on the 13-acre parcel that he plans to utilize as a possible retention pond. The council voted to table the decision under the advisement of their legal counsel when the petitioner or petitioner’s representative can be present to answer any further questions.

Ordinance 2025-1 Purchasing Procedures was approved on its second reading.

Ordinance 2025-2 Traffic Ordinance that relates to Range Street as it comes off SR 3 that would prohibit non-local truck traffic. This was approved on its first reading.

Resolution 2025-2 was approved, and it clarifies that the Clerk-Treasurer can make electronic payments.

Damon Land, Superintendent of Public Works, said that they have begun mowing. He reminded the attendees that they will be mowing at the cemetery and retrieving any items that are not allowed before they are disposed of.

The council opened sealed bids for the Simplicity Mower with the winning bidder being Jeff Griewe with a $600 bid. They did not receive any bids for the tiller.
