Decatur County Commissioners Meeting- 9/2/25

The meeting began with approval of the August 18, 2025, meeting minutes, claims, and payroll claims.


Highway Department Superintendent Todd Houk reported ongoing routine maintenance and progress on the Bridge 63 replacement project. He noted that a FEMA reimbursement application has been submitted, with a meeting scheduled for September 3 to review the request. If approved, FEMA would cover 75% of related costs. Houk said he is optimistic about the outcome. Commissioners also discussed the possibility of adding additional road work to the 2025 project list


A promissory note in the amount of $200,000 was presented by the Parks Department for repayment to the Build Decatur County Fund through the EDIT Fund. The commissioners approved the note.


EMA Director Mike Snyder presented a facility use agreement with the American Red Cross. The agreement allows the Red Cross to use the Annex gym and adjoining areas as a shelter in the event of a disaster. An addendum to the agreement permits animals to be housed in a separate area if crated. Snyder said he is working to secure similar agreements throughout the county. Commissioners approved the agreement.


Commissioners voted to join Accelerate Rural Indiana RDC at an annual cost of $7,500, to be paid from EDIT funds. They also approved several requests for use of the courthouse square:

  • GCHS “See You at the Pole” on September 24, 2025
  • Right to Life display from October 5–12, 2025

In addition, the Tree City Fall Festival was granted permission to borrow picnic tables from the fairgrounds, with the condition they be returned after the event.


Commissioner Gabe Nobbe reported that the county’s pool survey received 3,456 responses, compared to 900 in the original survey. Nobbe also recommended the purchase of a 2024 Liberty Trailer for the maintenance department from Five Point Trailer Sales for $4,100, including a 2-foot dovetail. Commissioner Jeremy Pasel requested the proposal be tabled until the next meeting to allow for review of additional bids.
