City of Greensburg Board of Works Meeting Review

The meeting began with the approval of prior meeting minutes.

The board received and opened bids for CCMG 2026-02. They had several submissions and after hearing all of the bids the board voted to authorize Mayor Joshua Marsh to sign the most responsive and responsible bid.

The board signed a BOT agreement with GM Development for the downtown project which will be utilizing left over READI funding from their last project.

Zach Wirrig, Public Projects Director received approval to purchase maintenance equipment to help with downtown maintenance needs. This equipment will be purchased utilizing READI funding.

An unofficial detour has been approved for INDOT’s project which will close US421 from the Sinclair gas station to between Napoleon and Osgood.

The board approved invoices related to the Owner-Occupied Rehabilitation Program. Julie Herbert informed the board that an additional three homes have been completed utilizing this program.

Approval of a business sign that will be considered in the public right of way has been approved. This sign will be approximately 10 feet off of the ground and will be a flag style sign attached to 119 N. Broadway Street. The business will be an ice cream shop which will be attached to Carraige on the Square Smokehouse.

Chief Mike McNealy received approval to offer employment to applicant #1. This individual is a lateral transfer as well.

Assistant Police Chief Derek Fasnacht told the board that K9 Kato will be retiring at the end of this month. Kato has been the longest serving K9 in the department’s history serving 8 years. Kato served the city of Greensburg with 16,000 hours of service. The board voted to approve ownership of Kato to be transferred to Seargent Jacob May as he has been Kato’s handler for six years. The board thanked Kato for the service that has been bravely given to the community.

Derek went on to state that the K9 program operates best with three K9’s with one on each shift. With the retirement of Kato and the passing of a K9 a few months ago, he and the department began their search for one or two new K9’s. The board approved purchase of two K9’s for the cost of $21,500. Derek reminded the board that the funding for this comes directly from donations and fundraisers.

Seargent Tuttle received a vote of support for his request to look into adding a victim therapy K9 unit. He went into detail about the reasons this would benefit the community as a whole. He attended a conference recently that focused heavily on mental health, and he feels this would be a great asset to the department and the community. The cost for this will be $10-$25,000. The time that it takes for the dog to receive training is 6-8 months.

The board voted to approve an updated Washington Township Fire Contract for 2025/2026 with minor edits. Mayor Marsh stated that no changes were financial in nature.

An approval of a three-month extension of the Honda Manufacturing of Indiana Fire Contract was approved this evening which will be expiring at the end of June 2026. Mayor Joshua Marsh read aloud from a letter stating that after negotiations between the city of Greensburg and Honda have ended in an understanding that after the extension Honda will have a new onsite fire contractor. This three-month extension will allow Honda to find a new contractor to provide onsite fire services at the plant.
