Greensburg Water Board Meeting
The meeting began with the normal approvals. Zach Wirrig and Chris Stephen opened all bids for the Broadway & 10th Street Project. Several bids were received with the lowest bid being preliminarily awarded to Lykins. The award is contingent upon verification of a review of all documentation.
The board approved all claims that were received.
Greensburg Board of Aviation Meeting
The meeting began with the normal approvals including a review and approval of their financial statement.
Dr. Jon Dooley briefed the board on the BF&S Engineering Report. Dr. Dooley stated that BF&S had submitted close out letters on the projects that had been completed, and that they have followed up on the pay requests and close out letters submitted in June.
Dr. Dooley stated that INDOT completed a site visit in July and that they are working on the application to apply for grant funding.
Gary Bailey, Airport Manager stated that he has replaced the torn wind sock. He added that he has added 2 names to the Airport Waiting List bringing the total to 14 individuals. Gary stated that they continue to sell alot of fuel as they are continuing to have competitive prices on their jet fuel. From 7/28/26 until 8/4/26 they have had 90 operations.
The board approved payment of the bills.
Greensburg Board of Zoning Appeals
The meeting began with three public hearings:
- John Grimes was seeking a variance to put a gravel lot at 204 S. Wilder St. after demo of a home. There was no public comment or concerns stated during the hearing.
- Mike King 125 W. 5th St. was seeking a variance to put gravel instead of a hard surface heading up to a new garage behind his home off of the alley. There was no public comments or conerns stated during this hearing.
- Myron Beckner was seeking a special exception in an R-2 zoning to operate a small venue at 814 W. Sheridan St.
During the public hearing for Mr. Beckner’s special exemption request several neighbors and concerned citizens stood to speak in opposition to his request. Neighbors voiced concerns over the “lack” of parking, noise, width of the road leading to and from the property, An individual stood to speak opposition due to changing the property from a church. Another neighbor that states that she lives directly behind the property and since construction on the property and changes to the property she experienced an increase of water on her property during this past Saturday’s rain.
A neighbor presented pictures from different days to show the work that has been done without a permit being issued. Another neighbor stood to state that he had a verbal confrontation with Mr. Beckner while at the property.
A citizen stood to speak in support of the work that has been completed on the property stating that he was glad that someone bought the property and putting life back into the church.
The public hearing was ended.
The meeting began with the approval of prior meeting minutes.
The board approved John Grimes’ request for a variance to install a gravel lot at 204 S. Wilder Street, with the stipulation that a buffer be constructed between the lot and Wilder Street. Grimes said he plans to demolish the home at the property and convert the lot into additional gravel storage space for his business, which is located behind the property.
The board also approved Mike King’s request for a variance allowing a gravel driveway, rather than a hard surface, leading from the alley to a new garage behind his home.
The board voted 3-2 to deny Myron Beckner’s request for a special exception in an R-2 zoning district to operate a small event venue at 814 W. Sheridan Street.

During the public hearing, Beckner told the board he had met with neighboring property owners and offered them use of the church’s basement during severe weather, noting that it had previously served that purpose when the church was active. He also said he had identified a director to manage the venue and addressed several concerns raised by board members and neighbors. Beckner stated he had no intention of selling the property and instead planned to eventually pass it on to his daughter so she could transition from her nursing career to operating the venue.
Beckner said he had already invested significant time and money into improving the property’s appearance, noting that it had been in poor condition when he purchased it at a sheriff’s sale. He said the City of Greensburg had to mow the property on the day he bought it. He did say that the guy he had building the wheelchair ramp thought he didn’t need permits. However, permits were needed. He said hindsight is 20/20.
“All I am asking for is a chance to help young people,” Beckner told the board. He said his goal was to provide an affordable venue for community members who may not be able to afford the higher rental rates charged by other facilities.
Following discussion, the board voted to deny the request. Beckner asked board members to explain the reasons for their decision. Several members cited concerns about the narrow roadway, limited parking, and objections from neighboring property owners. Some board members said they had personally visited the area and drove the surrounding streets, giving them a better understanding of the concerns expressed during the meeting. One board member added that he “worked for the people.”
After hearing the board’s explanations, Beckner responded, “Sorry, I made investments to improve something and be turned down.”
City of Greensburg Plan Commission Meeting
The meeting began with two public hearings:
Jeff Whitaker, Primary/Secondary plat for road located due east of Casey’s (formerly Tree City Travel Plaza)
City of Greensburg Redevelopment Commission, Primary/Secondary plat at 171 W. Veteran’s Way
No public comment or concerns were voiced during either public hearing.
After the public hearings were closed the regular meeting began with approval of their prior meeting minutes.
Andy Scholle attended the meeting to represent Jeff Whitaker. Andy stated that he was hired to complete a survey for the roadway in front of what is now the Casey’s gas station. Once the primary and secondary plat is approved the intent is that the street will be deeded over to the city of Greensburg. The commission unanimously approved both the primary and secondary plat.
The city of Greensburg Redevelopment Commission requested approval for a primary and secondary plat at 171 W. Veteran’s Way.
Zach Wirrig, Greensburg Director of Public Projects stated that they are looking to be pro-active and get right of ways implemented for this property before it is sold.
The commission discussed the width of Smith Road and if they should add 5 additional feet into the property that is currently owned the RDC. After discussion it was decided that they would include an additional 5 feet into the property for future needs.
The commission discussed the fee schedule. It was discussed that with new legislation they are not permitted to change the fees more than once every five years. The commission voted to approve the revised fee schedule which contains a 5-year plan with pricing increases annually. The change was dated for 8/4/2026 but will not be effective until 2/4/2027.
