
The Board of Works Meeting began with the approval of September 3rd, and October 6th Executive Session meeting minutes.
Whitney, ARA came to the board to provide an update on the home improvement program. They have 14 homes that have been inspected and income verified with 4 homes under contract, 5 waiting for bids, and 5 waiting for final approval.
The board approved the road closures for the Veterans Parade, Holiday Walk, and Holiday Walk Parade. All the closures will be the same as they have been in years past.
The board voted to conditionally offer employment to Greensburg Police Department’s applicants 1,2, &4. With 1 and 2 to receive the lateral incentive program.
Sarah Hamer, Building Commission received approval to enter into a contract with Johanningman Excavating in the amount of $49,610 for the demolition of the home and garage located at 331 S. Broadway St. The home and garage have been deemed unsafe, and the city has a court order authorizing demolition.
The board approved minor updates to job descriptions.
Zach Wirrig, Director of Projects requested and received approval from the board for Mayor Josh Marsh to sign the EDA with Iron Men once the easement discussion and verbiage requests are worked out. Chris Stephen, Attorney stated that he has a call with Iron Men’s attorney to work through the verbiage.
Zach also provided an update on downtown projects. Zach stated that Stone’s Farm Equipment is interested in an easement for some of the property at the Greensburg Adult Center so that they can access one of their parking lots. The board voted to table this discussion pending additional conversations with Stone’s.
Mayor Josh Marsh reminded the public that due to Veterans Day falling on their normal meeting date in November. The BOW meeting will take place on November 12, 2025.
The board approved the 2025 & 2026 Washington Township Fire Contract. The contract is for $180,000 for each of those years.
Chief Mike McNealy introduced Robert Ruston, Reserve Office with Mayor Marsh giving Robert his oath. Robert comes from Michigan and has been working locally as a Corporal at the Decatur County Detention Center.

Chief McNealy also recognized Officer Keaton Atchley. Seargent Thomas Tuttle requested recognition for Officer Atchley for his life saving measures that he took when responding to a call on August 23rd. Upon arrival he found a 2-month-old infant that had a blocked airway, he immediately began providing back blows to clear the infant’s airway. He remained calm and focused. The child’s airway was cleared, and the child is well. Officer Atchley received the Lifesaving Award.
