City of Greensburg Board of Works- 1/14/25

The meeting began with the approval of the December 10 meeting minutes.

Mike McNealy, Police Chief came to the meeting to present information on the Crisis Intervention Team (CIT) program. He introduced Sheriff Bill Meyerrose and Jail Commander Mike Eggleston. The discussion among the department began in the spring of 2024. Sheriff Bill Meyerrose spoke about the $5 million Lilly Endowment grant awarded through the Decatur County Community Foundation. Sheriff Meyerrose explained that the funding would support a collaborative effort among all county and city first responders to ensure proper responses to mental health crises. The grant will sustain the Crisis Intervention Team (CIT) program for 5-6 years. He commended Mike Eggleston for his exceptional work in leading the program, noting that 35%-45% of calls are related to mental health issues. Sheriff Meyerrose emphasized the importance of the program in directing individuals to appropriate resources, such as inpatient or outpatient services, referrals, or the Detention Center, and reducing the stigma surrounding mental health. The ultimate goal of the program is to bring resources to those who are in crisis. The board members agreed that they look forward to seeing the results that are shown during the grant period and would look to include this within the city budget once the grant funding begins to run out.

Chief McNealy said that the city has purchased a new K9. The K9 is coming from the Decatur County Sheriff’s Department. He stated that he will speak more about the K9 and will have the K9 attend the February meeting. The purchase was made out of the Greensburg Police Department donation funds.

Amy Borns, Clerk Treasurer said that the city has donated 30 Greensburg Fire Department 100-year books to retired firefighters and a few individuals who have contributed to the book. The city has sold 115 copies of the book and currently have 55 remaining that are for sale.

Zach Wirrig, Public Project Director came to the board to provide a few updates-

  • The city did not receive any proposals for the vacated Fire Department. Jack Woods, Veridus Group stated that they did reach out to a few of the developers and individuals that received information on the property and found out that some concerns were lack of parking, price tag, right of way, ability for a multi-unit housing property to be able to fit in with the neighbors. Jack said that the price listed was approximately $500,000. Jack said that he is going to follow up with a few other individuals and local developers to discuss the project and discuss what their concerns might have been. He mentioned that one of the possibilities could be to tear down the building and then market the property as build ready, however he said he will follow up and find what other concerns might have affected the lack of interest. Jack mentioned that the board could discuss this with the Redevelopment Commission as they could sell the property and be held to less constrictive requirements to follow for the sale process.
  • The board approved the agreement with Michael Baker for the Main Street Sewer- Subsurface Utility Exploration pending City of Greensburg Waterboard approval.
  • The board approved the agreement with Strand Associates for the Park Road Phase 1-4 Sewer Engineering. Current plans are to begin construction on Park Road in 2028.
  • Zach provided an update on the Washington Street Project. He states that the weather has held them back and slowed progress this past week. However, they are going to pick back up.

Mayor Josh Marsh thanked the Street Department and all first responders for their hard work and dedication to citizens during the recent winter weather.
