City of Greensburg Board of Works- 12/10/24

The meeting was held at 5:30 pm.

The board approved the November 12th, and December 9th Executive Session meeting minutes.

Zach Wirrig, Public Project Director provided an update on the DNR NLT Rebekah Park Trail bid approval. Due to not moving forward with the alternate bid the lowest bidder was PAF Construction. The board voted for the project to move forward with PAF Construction being the contractor.

Brooke Chaille, Breedy Financial received favorable recommendations for the wastewater rate study to take to the City Council. Jamie Cain questioned the rates increasing and suggested that the city departments look at ways to reduce expenses and make sure the right infrastructure is in place. Brooke said that the rate increase is primarily due to capital projects in the future.

Mike McNealy, Police Chief received approval to conditionally offer employment to applicant #1 with the understanding that the applicant will not start until after January 1, 2025.

Nate Stoermer, Fire Chief received approval to move to a new records management system for the cost of $10,218. The cost for the records management will increase from $4,000 per year to $7,000 per year with the new contract. Chief Stoermer stated that the $10,218 to get started is within his department budget at this time.

Mark Klosterkemper, Street Commissioner received approval to purchase a new dump truck to replace a 2005 International Dump Truck due to excessive rust and ongoing maintenance issues. Mark also received approval to purchase the forklift that they have been renting.

Zach Wirrig, Public Projects Director notified the board that they have received the INDOT Safety Grant Award in the amount of 1 million dollars with a 90%/10% match. With this grant the city will focus on GPS pre-emption devices in Greensburg Police Department vehicles and connect those to stop signals in town. Funding will also go towards re-striping Lincoln Street and updating three signal cabinet boxes. Zach also announced the the city received CCMG 2024-2 Award of $557,000 for resurfacing and curbing sidewalks on approximately 30 city streets. Zach provided a Washington Street construction update by stating that the contractor is finishing up the stormwater and sidewalks in the area with plans to open the Monfort Street and Washington Street intersection by the end of the year.

Mike McNealy, Police Chief promoted 5 officers- Captain Derek Fasnacht has been promoted to Assistant Chief, Lt. Wayne Davis to Patrol Captain, Sergeant Eric Lusk and Officer Casey Jones were promoted to Lieutenant, and Officer Thomas Tuttle was promoted to Sergeant.

Mike McNealy awarded Lt. Eric Lusk with the Meritorious Service Award and the Life Saving Award for his acts of service by contributing to saving the life of the injured male in October when a vehicle hit a downtown business. Lt. Eric Lusk utilized a tourniquet on the leg of the injured male that medical professionals state that if not applied the gentleman could have lost his life.

Mike McNealy presented Officer Dillan Able was the recipient of the Meritorious Service Award. The award was given for the hard work and acts of service that he displayed at the same scene in October.
