City of Greensburg Board of Zoning Appeals Meeting- 9/3/24

The City of Greensburg Zoning Appeals Meeting began with the following public hearings. 

Variance from Development Standards for a partial paving & curbing of their parking lot at Xperience Ag, 2340 N. Progress Rd. 

-No public comment

Special Exception to run a business out of home located at 1018 E. Lakeshore Dr. 

-No public comment

Variance for Development Standards for front yard setback at 706 W. Gaston Dr. 

-No public comment

Use Variance to operate a warehouse type business in a B-2 zoning at 1927 N. Greensburg Crossing

-Ron Weston asked where this was located. It was explained that the property is where Tractor Supply used to be. 

Variance from Development Standards for partial paving & curbing of their parking lot at 1530 W. Veterans Way

-No public comment

The public hearing was closed.

The meeting began at 7:04pm with the approval of the August 6, 2024, meeting minutes. 

Travis Kohrman, Xperience Ag, 2340 N. Progress Rd. is seeking partial variance for not having to pave & curb his entire parking lot. 

-This variance drew conversation related to the aesthetics of the property without curbing. Ben McCoy attended to represent Xperience Ag. He spoke about plans to build a new building in the rear of the property. When asked by the board he stated that they may see 1-2 customers per business day. He said that a large amount of the traffic that the property sees is large equipment. Jeff Whitaker stood to speak about natural ways that water is being routed towards the retention pond and throughout the property. He was the developer on the property. He brought up concerns about the city requiring curbing and pavement and the city not following their own rules when building properties in the city. The board asked Sarah for her opinion and she stated that there are ordinances for a reason and a main concern of hers is who do we determine who should vs who shouldn’t be able to get variances on these items. After further discussion the board voted unanimously to split the variance. The first vote was for approval for the variance for not having to pave a partial amount of the parking lot. This vote ended with 3 yeas and 1 nea. This passed. The second vote was to approve the variance not to have curbing on the property. This vote ended 3 neas and 1 yea. This variance request for no curbing was denied.

Lisa Lee, 1018 E. Lakeshore Dr. is seeking a special exception to be able to operate a hair salon out of her home. 

-Lisa stated that she would have 6-7 customers per day. She has adequate parking, and no neighbors have shown concern with her request. This was unanimously approved. 

Constance Hempstead, 706 W. Gaston Dr. is seeking a variance for front yard setback to put a roof over cement patio 

-Currently has a concrete pad poured and is wanting to install a roof over the concrete pad. Constance stated that the roof will be attached to her home and the current plans are for the roof to look like it is original to the home. This was unanimously approved.

Midwest Service Warehouse, Inc., is seeking a use variance to operate a warehouse type business in a B-2 zoning at 1929 N. Greensburg Crossing (formerly Tractor Supply). 

-Chris Nutley came to the meeting representing Midwest Service Warehouse, Inc. MSW is a light industrial and packaging warehouse that is currently located in Greendale, IN and Batesville, IN. They currently have plans to expand their Batesville facility within the next 3 years. They would only need this space until their expansion in Batesville is completed. They have currently outgrown their Batesville building. They have entered into an agreement with the property owner to utilize the space that Tractor Supply used. Chris stressed that it is the property owner’s passion to utilize the space for retail use. They have an agreement for 3 years however there is a clause that if a retail tenant comes forward, they could have the contract ended with 180-day notice. 

Chris stated that they would be using the space to have non-contact closed packaging dry goods being packaged. With 4-5 trucks coming in and out per day. Currently the building has 2 docks. They will have two shifts operating with 4-12 employees per shift. 

The board approved the use variance request. 

Jeff Whitaker, seeking a variance for not having to pave & curb part of his parking lot at 1530 W. Veterans Way

-Jeff stated that he has leased the property to McAllister Machine Rental and that they will be relocating their operation to this building. He states that 3.4 acres is currently gravel with the remaining of the property being vegetation. He said that the property is completely fenced with a gate at the drive. This request was approved with 3 yeas and 1 nea.
