City of Greensburg City Council Meeting- 8/13/24

The City of Greensburg City Council met on 8/14/24 at 6:30 pm.

The meeting began with a public hearing concerning alley vacation. The United Methodist Church has petitioned to vacate the west and the north alley. It is their plan to put in speed bumps. They state this is more of a safety measure as cars come across their parking lots at a high rate of speed. The plan is to possibly add green space on what is now the north alley. No other public comments were heard.

The public hearing was adjourned.

The general meeting began with the approval of the July 9, 2024, meeting minutes and the August 5, 2024, budget meeting minutes.

Zach Wirrig, Director of Public Projects came to the board with the second reading of Ordinance 2024-12 for Parking Restrictions. The council voted to table this vote until the next meeting where Zach will be bringing an updated table of fines and roads on it to the meeting.

Amy Borns, City Clerk Treasurer received approval on the second reading and vote on Ordinance 2024-13 Additional Appropriation for Airport Operations. Amy stated that this was due to an error found from 2020 where funds were deposited into the Airport Operations fund instead of going towards the Jackson County Bank Loan. With this approval she will take those funds and put it towards the Jackson County Bank Loan.

Matt Mason, Veridus Group Representative came to the board to provide an update. All sitework and furniture has been completed for the City Street Department. They received their Certificate of Occupancy on 7/12/24. 

The Fire Department has received its furniture, all parts for the elevator have been received, landscaping is completed, and 95% of all listed items have been completed inside. They have a meeting in hopes to receive their Certificate of Occupancy on 8/14/24. 

Mayor Josh Marsh asked that the public keep their calendars open for September 14, 2024 mid day as this is targeted to be the open house for both buildings. He said that more specific times and information will be provided. 

Matt added that currently they are on track for their updated budget of $20.6 million for the entire project. 

Nathan Stoermer, Fire Chief and Allen Campbell, Fire Inspector came to the meeting to discuss fire inspection fees and fines. Due to a change in laws the city cannot create its own ordinance of fees and fines. However, we can create a fine schedule so that when Allen is working with businesses or individuals that are not cooperating or not doing what is asked, he can institute a fee or fine. Allen stated that businesses and individuals in the city have been great to work with but that he has a couple businesses that he has concerns with. He stated that since 2020 he has personally completed 1122 re-inspections. These are all inspections that had concerns from the first or annual that needed rechecked. Currently if he wants to fine someone, he must go through the State of Indiana Inspector and those fines and fees go back to the state. Nathan added that any fines that are given in our city would go back to a specific line item in the fire departments budget. They stated that the fines that they are proposing are in line with surrounding counties. This would be used as an enforcement mechanism. Due to a mix up with documents not getting to the Council members this was tabled until next months meeting.

Zach Wirrig, Director of Public Projects presented Ordinance 2024-14 Alley Vacation and received approval for the petition.

Mayor Josh Marsh stated that it is the time of the year that City Council must select an individual to be the representative of the DCCF Lilly Scholarship Selection Committee. The council voted that Dr. Rodney King be the representative.

Mayor Josh Marsh thanked every department and the public for making National Night Out a success. Also, he reminded that next week is Large Trash Pickup.
