Decatur County BZA & APC Meeting Reviews

The board approved the meeting minutes from February 4, 2026.

BZA Petition 2026-2 – Samuel Ruf received approval for a “Variance” to change the required setback from
70’ to 23’ to add on to an existing garage. The request falls under Decatur County Ordinance Section. The property is currently owned by Samuel Frank Ruf and Tonya Marie Ruf and is located at 9597
E Co Rd 550 N, Greensburg in Fugit Township.

    The board approved their Findings of Facts for petition 2025-5 – Riggs (Cell Tower – Jeff Deck).

    Area Plan Commission

    The commission approved the meeting minutes from the February 4, 2026, meeting minutes.

    Decatur County Redevelopment Commission – Don Schilling presented and received approval for review of an addendum to their Economic Development Fund that would including funding to the Decatur County Schools and Greensburg Community Schools for educational purposes.

    APC Petition 2026-3 – John Beall received approval to subdivide 2 tracts out of 94.09 acres. Tract one
    being approx. 6 acres and rezone 2.99 from A1 to A2 zoning and Tract 2 being approx. 6.5 acres and
    rezone 2.99 from A1 to A-2. This request falls under Decatur County Ordinance Section Number 915 &
    920(7). The property is owned by the petitioner and is located across from 7687 N CR 550 E, Rushville
    in Fugit Township. A public comment was heard from Walter Moore stating that he has been farming property near the roadside. He states that when he attempted to build his home the board wouldn’t let him because it was on farmland.

    APC Petition 2026-4 – Daniel & Tenille Sweet received approval to subdivide approx. 1.50 acres out of
    16.0037 acres and rezone from an A-1 zoning classification to an A-2 zoning classification to build a
    single-family detached dwelling. This request falls under Decatur County Ordinance Section Number
    915 & 920(7). The property is owned by the petitioners and is located across from 5835 W CR 240 W,
    Greensburg in Clay Township. One individual stood to ask a question of where the home would be built and he had no concerns.

    Decatur County Revitalization Project Show Cause Hearing.

    It was explained that those individuals listed below have been served. This hearing is for these individuals to have a public opportunity to explain what they have done to rectify any issues. Originally, they had seven names listed, however they have had three individuals rectify or move forward with clean up before this step.

    The next step for these individuals will be going to court.

    R2026-1 – Josh Fields- This individual did not attend the meeting. Doug Westerfeld stated that this property is near Sandusky on Highway 3. Letters began in 2018 requesting clean up. However, Doug states that at this time they have made no effort to clean up the property. Doug stated that they did come in and pay the fine that was accessed. The commission voted to have this case proceed to court.

    R2026-2 – Marilyn Moore & Chasity Campfield- An individual stood to speak and stated that they have been working on the property. She states that the snow and rain have caused her to be delayed in clean up. She also states that due to her health she has had a hard time getting her lawnmower working. The representative also stated that she has had cars “hauled” off and has given someone 30 days to have their vehicle removed from her property. The commission stated that they see that she is making progress and are agreeable to providing an extension until the end of April 2026.

    R2026-3 – Gary Freese- This individual did not attend the meeting. Doug stated this property is at Lake Mccoy with letters beginning 2024. Doug stated that states that this needs a lot of work. The commission voted to have this case proceed to court.

    R2026-4 – James Hoskins- An individual stood to state that he received pictures that had more than just his property. He states he has made progress on the property. He states that he only owns lot 11. He states that he doesn’t feel like he has anything that is not necessary. Doug stated that this property is in the name of James Hoskins and the individual speaking states that his name is on it as well and has been paying the property taxes for several years. Doug responded that it is only in James Hoskins name and the individual states that he has bought it on land contract. The largest concern is unlicensed vehicles and a motorcycle trailer on the property. James voiced his frustration over this process. The commission approved a 60-day extension of time.
