Decatur County Council Meeting- 4/15/25

The Council meeting began with the approval of the prior meeting minutes.

Don Schilling, TIF District President provided their annual report. Don stated that they currently have a balance of 3.5 million dollars however that is not counting outstanding promises for construction of EMA Storage Building, Ball Diamonds, and paving for 421 in front of Honda. He said that the TIF District was created in 2006 and is a 30-year TIF agreement from Honda. In 2024 they received 4.6 million dollars and spent 3.3 million.

Jeremy Pasel, Commissioner President received approval to increase the salary for the Maintenance Position from $50,000 to $60,000. Jeremy explained the applicants’ skills and abilities. He spoke about the commissioners discussing if the position and salary and believes that they can begin to be pro-active instead of reactive on county owned building maintenance needs.

Sean Durbin, Health Department Executive Director provided a list of several accomplishments that his team has been doing since the beginning of the year. He stated that Alicia Nobbe and Amanda Rich have been promoted to Managers, and they received a raise to $61,343.92. The increase is being paid for out of one of his grants. Sean said that they are going to see $162,000 decrease in HFI funding. Also, they are going to see a decrease of $125,000 in immunization grant funding. Sean stressed that the Health Department will continue to operate with the loss of these grants, and they will continue various outreach and services the best they can.

Sheriff Meyerrose, provided all council members with a 2024 year end review. He also provided an update on the new hires for the CIT program. More information on these new hires can be found in an early article posted on 4/14/25.

The council approved all additionals and transfers.

The council discussed how to structure an Economic Development Ordinance that would state were Economic Development Agreement also known as Community Impact Payments would be deposited and how they would be used. Bryan Robbins, EDC Executive Director is helping draft the ordinance and it will go through review and receive edits by Chris Tebbe who is legal counsel for the County Council.
