Greensburg Board of Works

The Greensburg Board of Works met on Tuesday.

Liz Owens with Tri Kappa presented the 4th of July parade route. The parade will be held on the 4th at 10 am and will have the same route as it always has. Anyone participating in the parade will need to be there at 9:15. This was approved.

Dennis Fogle came to the board to present the street closures for the fall festival and parade. These are the same roads as in the past for both the parade and festival. The Fall Festival will be held September 16-18. This was approved.

Director of Main Street Greensburg Tonya Downey came to the board to request road closures for the Friends of Freddy Food Truck Festival. This will be held on August 20th and will require Franklin Street and the area used for the farmer’s market to be closed from noon to 11 pm. This is a new event being held, as we were chosen as a destination city, and will have 15 trucks, inflatables, and kids games. This was approved.

Cam Troxell with First Person presented the total compensation study. This was tabled.

Police Chief Mike McNealy came to the board to request the promotion of Police Officer First Class Thomas Tuttle. Tuttle has completed 1 year of service and has also graduated from the academy. This was approved. Last Tuesday and Wednesday the officers attended a 4 hour morning and 4 hour afternoon training for active violence response and task force training. This was made mandatory for all officers, deputies, and firemen under Police Chief McNealy, Sheriff Durant, and Fire Chief Stoermer. There was also EMS, marshals, and volunteer firemen from other departments present. The goal is to continue the growth of the training in order to make it more realistic for trainees.

Everyone is invited to the Community Cookout on June 16 from 6-8 pm on Franklin Street. There will be live entertainment and food cooked by the firemen.

Wastewater Superintendent Zeke Smith came to the board to discuss the Sand Creek lift station. This is on the South East side of Greensburg and is the most used. This station is over 40 years old with no recent repairs and is starting to have problems. They plan to fix the issues as this is within the budget. There was a discussion on the primary digestor clean out. This is something that needs to be done every 5-10 years and it is currently somewhere in the middle of that time. This is in the budget. There was a discussion on the repair of the Waste Water Treatment Plant main line. Currently 50% of the line is exposed due to a wing wall collapse and needs to be repaired before further damage is done. This will be done in 2 parts. This was approved.

City Engineer Ron May held the bid opening for the City Hall parking lot. The bids opened were as follows: a complete bid from Globe Asphalt for $382,210, an incomplete bid from Johannigman Excavating, a complete bid from Dave O’Mara Contractor for $374,000, and a complete bid from Milestone Contractors for $654,775. The bid was conditionally approved to go to the lowest bidder, Dave O’Mara Contractors. The bid will need to have further confirmation and review with the company. The board approved for Duke Energy to do a conduit replacement for the City Hall power relocation.

Street Commissioner Mark Klosterkemper presented the change order for CCMG 2021-2. This was approved. There was a discussion held on the recent Heavy Trash Week. The last Heavy Trash Week was astronomical in size and overwhelming for the crews. The 5 days cost $28,000 for the landfill use alone and in that week 1/3 of the overtime budget for the year was spent. The amount of recyclable material picked up was enormous and these materials should and can be recycled at any time for no cost. Loose trash is unacceptable as well and construction debris is another issue. There will be public rules and guidelines set in place for future heavy trash weeks.

The board approved the new signs for North Park and Pirate Park presented by Kevin Sims from Green Signs. These signs will be aluminum with automobile grade paint.
