Greensburg City Council met on Tuesday.

Public hearing on annexation. Building Commissioner Sarah Hamer presented 9

Properties to be annexed into the city. One neighbor asked if this is the only meeting on the annexation or are there other meetings to discuss development. This is the only meeting on the annexation; however, any structure developed must go through the building committees. Another neighbor asked why the annexation. This was a request made by property owners. The public hearing was closed.

Steve Stringer was appointed to the Greensburg Community School Board. They have lived in the community for 25+ years and their background will be helpful to the board.

Rick Anderson with Veregy discussed energy savings for the city. The council does not feel that this is a good time to spend the money as it is a 20 year loan and the market it always advancing.

Veridus Group gave their monthly report on the Municipal Complex Project. The IDEM permits and state design release were received for the Fire Department and the Street Department drawings were sent in. They plan to begin stripping top soil soon and constructing building pads by the end of the month/early June. They are constructing a schedule with milestones of the project.

Building Commissioner Sarah Hamer presented ordinance 2023-05 for annexation. This was approved. Resolution 2023-03 for adoption of fiscal plan for annexation was approved. Resolution 2023-04 to amend the zoning map was given a positive recommendation to go before the APC.

City Engineer Ron May presented ordinance 2023-06 for vacation of an alley by First Christian Church. The traffic committee reviewed and gave a positive recommendation. If this was approved, the church would then own the alley as they own the property on both sides of it. The remainder of the alley would remain open as it is public access for other properties. There are traffic concerns because if they chose to close off access of the existing entrance the church would exit through different alleys which could cause damage and safety issues over time. There were concerned from neighbors on the access point as well, as it is the safest. There were also neighbor concerns because the church is currently directing traffic onto these alleys through painted arrows. This was tabled. Ordinance 2023-07 for vacation of an alley by Acquisition Development and Management Corp. was presented. The petitioner would own the alley as they own the property on either side and they would like to fence it off if approved. This was given a positive recommendation from the traffic committee. There were several concern from neighbors on access and safety. The other entrances to the alley that their garages connect to are difficult to enter and exit. A large vehicle or emergency vehicle would have an extremely difficult time getting to and from the house along the alley. The vacation was denied.

Mayor Josh Marsh presented ordinance 2023-08 for additional appropriation for airport operations. This is for the purchase of a new mower. This was approved. The HWC Downtown Streetscape Open House will be May 22 at 12:00 pm. The Public Safety Community Cookout will May 18 6:00-8:00 pm on N. West Street and W. Hendricks. The public is invited to attend.

Heavy Trash Week will be May 15-19.
