Greensburg City Council Meeting- 5/13/25

Public Hearings were held individually for the following Ordinances:

Ordinance 2025-05 E. Railroad Street Alley Vacation

Ordinance 2025-06 W. Railroad Street Alley Vacation

No public comments or discussion were heard. The public meetings were closed.

Allison Beck, Mainstreet Greensburg provided her 2024 annual report. She also added that they are continuing to offer the Facade Grant which is for up to $1,250 on exterior work on a commercial building in the downtown district. They also have the Interior Renovation Grant which provides funding for commercial spaces looking to do some type of energy-efficient upgrades with match funds required.

Mike Eggleston, CIT Director, provided an update on the CIT program stating that the program started February 1st and they have responded to 67 calls for service. They have hosted and completed 40 hours of training resulting in 15 people completing that training. Mike spoke about the wrap around services that are available and that the program is going as they planned for it to go. He stated that they have hired a Licensed Clinical Social Worker and two Special Deputies for the CIT program.

The council approved Ordinance 2025-05 E. Railroad Street Alley Vacation and 2025-06 W. Railroad Street Alley Vacation with the 1st reading, suspension of the rules, and a 2nd reading approval.

The council voted to transfer the property located at 112 S. Franklin Street which currently belongs to the city. The building was purchased approximately 20 years ago; the city installed a new roof and did work to the back wall of the building. The council voted to transfer the property to Mainstreet Greensburg for no cost. The current plan for Mainstreet Greensburg is to utilize the space as an incubator space.

Zach provided information on the Future 3- Safe Streets for All Grant and what the grant and work consists of. (For more information we had a story posted earlier this week that goes into detail on what this cohort is and their goals.) Zach provided an update on the Washington St project by saying that the intersection was opened prior to this last weekend allowing northbound and southbound traffic, the road still needs paved and will be done soon. Zach emphasized that the businesses on the square are OPEN and encouraged everyone to continue to shop at those businesses. Zach said that the Rebekah Park Trails are moving along on schedule with a completion goal of prior to the June 6th concert.

Mark Klosterkemper, Street Commissioner received approval for Resolution 2025-10 to transfer funds to be used for a CCMG project.

Mayor Marsh spotlighted that Zach Wirrig received the 2025 Recognition of Excellence for his contributions in the development, coordination, and implementation of the MS4 Stormwater General Permit.
