The meeting began with the approval of the November 12th meeting minutes.
Brian Robbins, Executive Director of the Economic Development Corporation, presented the housing study conducted by the EDC with financial support from both the county and the City of Greensburg. He highlighted several key findings, noting that while Decatur County experienced growth from 2000 to 2020, population levels have plateaued since 2020. The primary age group showing growth is residents aged 55 and older. The county also has a significant number of commuters, most of whom travel from Marion County, Indiana.
Robbins reported that 83% of the county’s housing stock consists of single-family homes. To better retain and attract recent graduates, the community will need to increase the availability of rental units priced below $1,000 per month. He also emphasized the importance of expanding community amenities.
The council approved Ordinance 2025-17 which rezoned Seneca Landing from a R-2 Single Family zoning to R-4 multi-family zoning classification. This was sent from the City of Greensburg Redevelopment Committee with favorable recommendations.
Joe Cain, Wastewater Superintendent received approval to approve Ordinance 2025-20 that amends 2010-16 by adding additional verbiage.
Amy Borns, City Clerk Treasurer received approval for the following:
*Resolution 2025-19- Amending Personnel Handbook (additional information is reported during the Board of Works.)
*Ordinance 2025-18- Ordinance to prohibit the uses of public records request for commercial purposes. Council voted on 1st reading, suspend rules, and voted on 2nd reading.
*Ordinance 2025-18- Amending Ordinance 2025-12 – 2026 City Salary Ordinance- Updating the compensation for the Airport Manager from $16 to a range of $25-$30 per hour.
* Two 2026 encumbrances.
* Resolution 2025-18- Transfer Resolution
The council selected the Greensburg Daily News as their print media outlet.
The council approved the sale of the vacant fire station at 528 N. Ireland Street. Tim Koors submitted a purchase offer for the property, with plans to utilize it for his business, Koors Heating & Cooling.
Council member Kevin Fleetwood asked where the proceeds from the sale would be allocated. Mayor Marsh stated the funds would be deposited into the general fund. When Fleetwood questioned why the money would not be used to help pay down the cost of the new fire station, Mayor Marsh said that could be considered in the future, as the city is still reviewing potential uses for the funds. Marsh also stated that he has spoken with Mr. Koors and explained that this is a property that is very forward facing for the community and Mr. Koors plans to keep the property up and will ensure it is a positive welcome to the city.
The city approved the Road Use Addendum for Fletcher Power. This is the same agreement that is in place with the county but is being extended to the city should damage or a concern come up on city owned streets.
The council took a moment to recognize the loss of Melinda “Minde” Myers who served as the Greensburg Decatur County Animal Shelter. Mayor Marsh added that her family has been in everyone’s thoughts over the past few days and added that he would like to thank her for the years that she devoted to the animal shelter.
