Greensburg Board of Works Meeting
The meeting began with the approval of the April 14 and May 4 executive session minutes.
The board discussed the Washington Township fire contract; however, members voted to table the discussion so they would have more time to review the contract and, if needed, discuss it further with the township.
The board also discussed Washington Township’s offer to purchase a city-owned brush truck skid unit. The board stated that they would like additional time to review the matter and voted to table the discussion.
Chief Stoermer discussed Knox Box upgrades. He spoke about new equipment and programming available to support the use of Knox Boxes. The chief stated that he has identified funding within his budget to support the purchase of the upgrades. The upgrades include technology improvements to fire apparatus, shift commander vehicles, and the inspector vehicle that would support the Knox Box’s utilized in the city. The board approved the chief’s request to move forward with the upgrades.
Chief Stoermer also received approval for a five-year Cummins generator maintenance contract. The generator is located at the new fire station. He spoke highly of the fire department’s relationship with Cummins regarding these services. The agreement will be paid annually.
Chief Stoermer also provided information regarding a HazMat Technician class. He stated that he would like to send firefighters to the training, which is a 40-hour course. The board approved the chief’s request to hold the class locally so it would be more accessible for firefighters to attend.
The board approved several promotions within the fire department. Chief Stoermer stated that eight individuals tested for captain and lieutenant positions. He spoke highly of each firefighter and praised their dedication and service to the City of Greensburg. Those receiving promotions were:
- Jerel Simpkins — Private Firefighter to Lieutenant, effective May 13, 2026
- Kyle Munson — Private Firefighter to Lieutenant, effective May 12, 2026
- Tyler Brown — Private Firefighter to Captain, effective May 11, 2026
- Wade Farr — Private Firefighter to Captain, effective July 6, 2026
The board and mayor took time during the meeting to thank the firefighters who tested and received promotions.
Joe Cain, Wastewater Superintendent, received approval for the maintenance contract for the VLR at the wastewater treatment plant. A VLR, or Vertical Loop Reactor, is a wastewater treatment system that uses a high-efficiency activated sludge biological process for municipal and industrial wastewater. The approved contract amount is not to exceed $33,000.
Zach Wirrig, Director of Public Projects, received approval for the Stormwater Technical Standard updates. Wirrig stated that some of the standards dated back to 2022 and, due to new laws and regulations enacted since then, updates were necessary. He noted that the revisions now reflect all laws and regulations passed during the 2026 legislative session.
Amy Borns, City Clerk-Treasurer, received approval for the current OOR Grant invoices.
The board also approved claims.
City Council Meeting
The meeting began with the approval of the April 14 and May 4 executive session meeting minutes.
Sarah Hamer, Building Commissioner, presented Ordinance 2026-02 for the rezoning of 310 E. Fourth Street. This was the second reading of the ordinance, and no changes were noted. The council approved Ordinance 2026-02.
Leigh Ann Dashiell, Decatur County Communications Director, provided an agency update. Dashiell thanked everyone at the city for the gift basket provided to dispatch employees during Dispatch Appreciation Week. She stated that the center responded to more than 31,000 calls for the city and county last year. She also said that the interlocal agreement with both the city and county was recently updated.
Dashiell shared that she and her assistant director recently attended a conference to participate in training and collaborate with other communications center leaders throughout the state. She noted that the office is currently being updated with new flooring and that the tower site upgrade at the old jail site is nearing completion. Next week, the dispatch center will begin the process of implementing a new 911 system, with a launch date scheduled for June 8.
In 2025, the department had 17 staff members and now has 16, which represents 94% staffing. Dashiell also noted that it is Police Week and said they appreciate the officers serving both the city and county.
Mike Snyder, Decatur County Emergency Management Agency Director, received approval for Resolution 2026-09, which adopts the Multi-Hazard Mitigation Plan. The council discussed the mutual aid agreement and the reimbursement clauses included in the agreement. Following discussion, the council approved the agreement.
Nate Stoermer, Fire Chief, presented Ordinance 2026-03 to amend the 2025-19 City Salary Ordinance. The amendment pertains to the Honda contract and its three-month extension. The individual who worked the hot works assignment needs to be paid the difference between what was included in the original ordinance and what the city owes that employee. The council voted to approve Ordinance 2026-03 on first reading. The council then suspended the rules and approved the ordinance on second reading. The council also voted to retroactively compensate the staff member who is owed additional pay.
Mike McNealy, Police Chief, stated that his department currently has surplus vehicles. He explained that a local auction company approached the department about assisting with the auction of surplus vehicles and other property. Chief McNealy said the department has two surplus vehicles: a 2017 Dodge Charger and a 2015 Ford Taurus. Both vehicles have mechanical issues and more than 75,000 miles.
Zach Wirrig stated that at last month’s Board of Works meeting, a Dodge Charger was sold to the highest bidder; however, the bidder has not been responsive. Wirrig requested permission to place the vehicle in the online auction. Chris Stephen, City Attorney, stated that he would like a notice sent to the bidder informing them they are in default.
The council voted to permit online auctions for the disposal of surplus property. The council also approved the use of an online auction to dispose of the surplus vehicles presented by Chief McNealy, including the Ford Taurus presented by Zach Wirrig that did not receive a bid last month.
