City of Greensburg City Council Meeting-6/10/25

The meeting began with the approval of the May 13th meeting minutes.

Bryan Robbins, EDC Director presented the CF-1s. The city approved all CF-1s. Bryan discussed a proposed project for a 7.2-million-dollar investment, 27 full time employees, $30/hr average. They are purchasing a 19 acre parcel off of Liberty Circle. This will be their first investment in the United States. The tax abatement is suggesting a 9-year tax abatement for real property. They also received a personal property abatement request, and the tax review committee is requesting that to be denied due to the changes of the SB1. The city approved the 9-year abatement.

City Attorney Chris Stephen presented Ordinance 2025-08 regarding the recertification of council districts, explaining that Ordinance 2022-08, which established additional At-Large Council Member seats, was not recognized by the state due to specific wording issues. To move forward, the council must approve a recertification of districts. To achieve equal representation, District 2 will need to be adjusted, which would increase the number of constituents in Dr. Rodney King’s district. The recertification process also requires notice to the Circuit Court Clerk.

The council voted to approve the ordinance on first reading, with a second reading scheduled for a special meeting.


Amy Borns, City Clerk Treasurer, received approval for Ordinance 2025-07 Creation of Fund on its first reading, suspended the rules, and then passed the ordinance on its second reading. Resolution 2025-11 Renaming of Fund was approved.


Mark Klosterkemper, Street Commissioner provided an update on the heavy trash update.


Zach Wirrig, Public Projects Director stated that they held an open house at the end of May. They invited over 200 people to attend with 15-20 attendees touring. Zach stated that there is interest in the fire house, and he stated that he is moving forward seeking an interested party. Zach also stated that the Park Road Project launched last week. Zach provided an update on the Washington Street Project. Rebekah Park Trail Ribbon cutting coming up.
