The City of Greensburg City Council met on Tuesday, June 11, 2024, at 6:30 pm.
The meeting began with the approval of the May 14, 2024, and the May 15, 2024 Executive Session meeting minutes.
Ordinance 2024-10 was approved on its second reading with a few parts of the ordinance changed to better explain that the increase in fees is directly tied to the cost of the process.
John Bryant, Veridus Group provided an update on the Municipal Complex Project. He stated that the landscaping is nearly complete. The asphalt topcoat and striping will be completed at the end of the week. They are waiting for the fiber to be made live at the Street Department with the Certificate of Occupancy expected in late June. The Fire Station is nearing completion, however they are currently awaiting the completion of the elevator. With the elevator held back, they are expecting the Certificate of Occupancy on July 10, 2024. The project continues to be on budget.
Bryan Robbins, EDC Director came to the council tonight to request the approval of the CF-1s. This is a form that is required to be filed yearly for all companies/organizations that are receiving Tax Incentives and/or Tax Abatements. Each year they must fill this out and pay the filing fee. Bryan stated that he had received all of the CF-1s on time. However, after speaking with the auditor their calculations on the expiration of GECOM’s filing requirement timeline was off. The EDC and city had it expiring one year before their paperwork at the County Assessor’s office. GECOM had submitted the form to the assessor’s office but not the city. The City Council approved all of the CF-1s except for the 2 that are tied to GECOM. Then in a separate vote, they voted to conditionally approve GECOM’s forms pending their payment and filing of the required form to the city by the next Council meeting.
Allison Beck, Main Street Greensburg Executive Director came to the council to provide her annual report and an overall update. In 2023 the downtown Main Street District saw 9 new businesses, 3 Facade Improvements, 6 Business Closures, and 3 Business Expansions. At this time they are seeing a 79% occupancy rate with 111 Businesses in the district. During 2023 the Mainstreet employees and volunteers worked 1,800 Volunteer hours, had 15,000 visitors come to events in the district, and assisted businesses with 135 hours of Technical Assistance. Allison was proud that they collaborated with the DORA project, 132-132 N. Franklin St. Project, Love Local Community E-Gift Card, Yodel, Alley 1822, Franklin St. Project, and the Earth Day Community Clean Up. Allison is very excited and said that they are on target in 2024 to surpass many of the previous year’s positive achievements. She thanked the community, elected officials, and the volunteers for showing pride and interest in the downtown district. Allison also said that as the Executive Director, she plans to come to the council quarterly to keep them informed on the things going on and the upcoming events.
Zach Wirrig, Director of Public Projects received approval for Ordinance 2024-11 for an amendment to the parking chapter which includes wording that explains that it is against violation to park in a no-parking area and also provides a link to the ordinance specifying fines and fees for these offenses. Zach then received approval for Ordinance 2024-12 for Parking Restrictions- this updates the current ordinance of what areas or streets within city limits cannot be parked on. They did add a few streets to this list and those homes will receive letters about the parking restrictions.
