City of Greensburg Water Board Meeting- 2/4/25

The board approved their previous meeting minutes.

The meeting began with the public hearing for the SRF Preliminary Engineering Report. Darren Burkhart presented the PER- Preliminary Engineering Report. Which is a report that is required to be completed before you can apply for funding from the State Revolving Loan Program. This program offers financing that is usually 1-2% below the current rates offered publicly.

The report is forecasting the next 20 years that would include five Water Department projects-

1. Rehabilitating the current water tower located on the South side of Greensburg. This tower was constructed in 1955 and during the last evaluation it was determined to be in fair to poor condition.

2. Water line replacement on Broadway Street from 4th street to Smith St. & 10th street from Broadway St to Lincoln Street. This would be approximately 4,720 ft of line.

3. Water line replacement on W Main Street near the Railroad Crossing. This would be approximately 300 feet of line.

4. Water line replacement on Park Road from Ryle Drive to near the Animal Shelter.

5. Water line replacement and connecting the dead-end lines from West Main to Park Road.

Darren discussed temporary environmental impacts that are associated with normal road water line construction. Darren stated that the deadline to submit this report and application for funding is March 31, 2025, and they are prepared to have it submitted a few weeks ahead of that deadline. Applications are only accepted one time per year. The estimated cost of this project is $6,668,000. The comment period will be open until February 10, 2025. Anyone wishing to submit a comment please submit to the city. There was no one wishing to offer a public comment during the meeting.

The Public Hearing was closed, and the normally scheduled meeting began.

Darren Burkhart received approval for his agreement to allow him to begin working on designs and to work with Michael Baker designing the future projects mentioned during the Public Hearing.

Rick Denney, Water Plant Superintendent, received approval to renew his departments contract with HACH in the annual amount of $33,559. Which is a few hundred dollars less than the previous agreement.

Rick submitted his MRO and asked the board to reach out if they have any questions.

Mayor Josh Marsh thanked the Water Department crew for all of their hard work during recent water breaks. Josh took a moment to also thank the City Council and the Water Board for their devotion to moving forward and tackling the projects that are needed to update our infrastructure so that we can be proactive.
