The commissioners met during their normally scheduled meeting where they discussed a variety of topics. The meeting began with the approval of meeting minutes, approval of claims and payroll claims.
Todd Houk, Highway Department stated that his department continues to complete general maintenance, cut and spray vegetation on the sides of the roads, and they are working to complete replacing Bridge 63. He has posted a request for bids for oil to be used for the chipseal that is being completed on the additional approximate 16 miles of roadway that was in addition to the CCMG work. They will open those bids during a Special Session of the Decatur County Commissioners on 9/26/25 at 2:30pm. Todd added that he received information from INDOT that they will be reducing the speed limit from 55 mph to 45 mph in Sandusky.
Chris Noblitt, Parks Department received approval to seek quotes for demolition of the home located beside of the baseball diamonds that the county owns. A recent inspection of the home showed significant damage or needs that would require significant funds to make it usable. The commissioners briefly discussed utilizing the space for additional parking, however they stated that they would explore that after the home is demolished.
Doug Westerfeld, Area Plan Director presented 1st reading of the Ordinance assigning authority to Decatur County Area Plan Commission for the Decatur County Revitalization Project. The ordinance will have all concerns with bighted properties brought before the Area Plan Commission and they will make decisions on what the next steps will be. The second reading will be heard at the next commissioners meeting.
The commissioners approved Andy Scholle to conduct a survey for the property that the county pool is located. The cost for the survey is $3,600. Commissioner Gabe Nobbe stated that the property has not been surveyed since the 1950’s or 1960’s. The survey is to have the property lines identified.
The commissioners approved the county pool BOT (Build Operate Transfer) Advertisement. The first advertisement ran on 9/11/25, second advertisement will run on 9/18/25. Both advertisements are running in the Greensburg Daily News. The response due date is close of business on 9/25/25.
After review of the quotes received the commissioners voted to purchase a trailer from Five Point Trailer Sales in the amount of $4,100.00. This trailer will be used for the maintenance department.
Adams Tree Service was approved to trim 6 trees and remove a dead tree on the courthouse lawn. The reason for the work being completed is because of birds nesting and causing a mess on the sidewalk and on the trees themselves. The cost for this service is $3,300. The work will be completed by 5pm on Thursday 9/18/25 before the Tree City Fall Festival begins.
The 2026 Holiday Schedule and Commissioner Meeting Schedules were approved.
The commissioners approved use of facilities for the following purposes- Tourism Train Visit 10/4, New Directions Awareness-Clock Tower 10/1-10/31, Fairgrounds Fall Storage- Campers/Vehicles 11/1/25,
Sean Durbin, Executive Director of the Health Department, reported that he and state officials conducted an air quality inspection at the Greensburg-Decatur County Animal Shelter following concerns about mold. Test results showed levels low enough not to pose health risks, and Durbin noted that the mold issue was isolated and has since been resolved.
