The meeting began with the approval of the April 7, 2025, meeting minutes, claims, and payroll claims.
Todd Houk, Highway Dept Superintendent stated that his team continues to perform general maintenance. He said that the bridge inspection team has found 3 critical findings and those have been corrected. CCMG 2025-1 was brought back for discussion. Chad Smith, Attorney had time to fully review the pre-qualification requirements. He found that the minimum amounts that were discussed at the last meeting were indeed for state projects. Local projects are not required to have the large amount of pre-qualification certificate that was discussed at the last meeting. The commissioners voted to accept the lowest bid from the last meeting.
Doug Westerfeld, Area Plan Director came to the commissioners to seek approval to proceed with next steps for the 10 properties that they sent letters to request that their properties be cleaned up. Doug stated that 8 out of the 10 properties were from years ago that had not been followed up on by previous employees in the Area Plan office. Mr. Moore stood and stated that his property is one of the ones that is included in these letters. He voiced his concern that he has been charged $3,600 in fees and fines due to his property. He states that he has worked on his property and was visited by Kenny Beuning, former Building Inspector and that he had cleared him. He states that no one ever came out and cleaned up the property for him and therefore he should not have been charged. He stated that he had only received 2 letters demanding clean up. However, the commissioners read off letters that were sent in 2010, 2017, 2019, 2020, 2021, and 2022 of those letters some were sent to Mr. Moore’s mother and then to him. The commissioners stated that they would look into this and the reasoning for the fees.
The commissioners approved for Doug to proceed with next steps for the other 9 properties that were listed that are not in compliance. The commissioners approved the 2nd reading of the Fines & Fees Ordinance. The commissioners also discussed the survey ordinance and approved the amendment on survey requirements.
Sheriff Bill Meyerrose received approval from the commissioners to move forward with the renewal of the Motorola/Spillman contract in partnership with the City of Greensburg and Decatur County Communications. Additionally, the commissioners approved a Memorandum of Understanding (MOU) between the Sheriff’s Office and the City of Greensburg to support the Crisis Intervention Team initiative. Sheriff Meyerrose also received approval to purchase a Livescan Fingerprint Machine, which will allow courthouse security to take fingerprints on-site when requested by the courts, eliminating the need to transport individuals to the Detention Center for this process.
Leigh Ann Dashiell, 911 Director received approval for an appropriation from state 911 funds to replace the light on the Greensburg Tower repair and possibly add another antenna that would allow for back-up options if any other tower in the county is down.
Judge Tim Day provided an overview of the JRAC & Opiod Funds. He provided information about grant requests that they received and how they are proceeding with those. There was also an update on how those funds are providing assistance in the community and the positive outcomes that they are seeing from those funds.
The commissioners announced the Veterans Service Rep will be Ken Mobley starting in May.
Jeremy Pasel, Commissioner President stated that the has received approval from the County Council to increase the salary $10,000 for the maintenance applicant. He said he will be reaching out to that person very soon.
The Adams Township Advisory Board continues to have a vacancy and by statute the commissioners will be making an appointment at their next meeting. They ask that anyone interested reach out to them.
The commissioners received two cleaning bids for the county, and they voted to go with the lowest bidder which is with the company that has been providing services.
The commissioners approved a request for use of facilities for the Mainstreet Greensburg Farmers Market season.
