Decatur County Council Meeting Review

During the Decatur County Council meeting, council members approved their April meeting minutes with minor edits.

Alicia Nobbe presented and received approval for grants she applied for through the Decatur County Health Department. The department will receive $5,000 in reimbursement funding for creating and conducting a self-assessment. Once completed, the department will determine how it aligns with the U.S. Food and Drug Administration and create a strategic plan. The department also applied for and received $3,500 in reimbursement funding to attend training in Kansas City.

Brett Abplanalp, CEO of Powerstream Fiber, provided an update on how ARPA funds were used for the company’s broadband fiber project. Abplanalp stated, “ARPA funding helped us create real momentum for the broadband fiber project in our community.”

Sam Ruf of Powerstream Fiber gave a presentation to the council showing the progress made and where the ARPA funds were spent. During Phase 1, approximately 400 new locations signed up for fiber service. Council members pointed out that some of those new locations are in Ripley County. Ruf stated that the company is able to offer fiber internet plans ranging from $64.95 to $109.95 per month. Phase 2 is upcoming and will allow the company to expand service to even more residents and businesses.

Sheriff Bill Meyerrose received approval to establish a voluntary ServSafe certification class for inmate workers. The program is designed to provide eligible inmates with food safety training and an industry-recognized certification that can assist them in obtaining employment after release.

Meyerrose added that the classes would be provided by the Decatur County Health Department free of charge. The exam fee is $38.99.Meyerrose also requested and received approval for the purchase of a drone.

The newly hired animal shelter director introduced himself to the council. His name is Matthew Speer.

Jeremy Pasel requested an increase in the new shelter director’s salary from $41,500 to $50,000. Pasel pointed out that he has had to request increases each time a new director has been hired. The council approved the request.
