Mayor Josh Marsh and Lindsay Jobe

Craig Luedeman with HWC Engineering presented the engineering scoping services contract for downtown. This is part of a READI project that has been in the works for the last 18 months. The contract would be for scoping on the downtown street scape and figuring out which funds can be used for what. This contract is for $7,500. This was approved.

Fire Chief Nathan Stoermer requested the destruction and salvation of 2 items. The first item is the fire safety trailer which has developed water leaks and mold issues. They would like to use this for fire training before salvaging it. The second is the 2008 Ford Expedition that has severe mechanical problems. The board recommended they take bids for the vehicle with the understanding that it is bought as is. Both items were approved. The board approved the conditional offer of employment for applicant #3 to receive the last spot in the fire department.

Police Chief Mike McNealy presented applicant #2 for a conditional offer of employment for the last spot on the police department. This was approved. The board approved a standing offer for applicant #1 for 6 months in the circumstance of a new spot opening. This is due to several officers considering retirement this year. The bids for the HVAC system were opened with DLZ. They received one bid from Cook Mechanical for $700,000 with an addition of $100,000 if they chose to occupy the building during construction. This was a complete bid with a project completion of 365 calendar days. The board tabled this decision to investigate why no other bids were received, as this bid was much higher than their anticipated amount. McNealy made a request to transfer ownership of several portable breath testers. A recovery home recently inquired if the police department had any extra they could have in order to test those within the recovery community. There are several old but usable breath testers available for donation and the police department thinks this is a great way to utilize the equipment. This was approved.

Wastewater Superintendent Zeke Smith requested to purchase a sludge tank motor. Recently their sludge motor failed and they almost overflowed their 30 foot limit on the tank. Had they overflowed they would have had to haul the sludge out which is expensive. They would like to purchase a new motor as a backup in case their current motor dies again. The current motor is 20 years old and at the end of its life. The board approved $16,530 to purchase a new sludge tank motor.

City Engineer Ron May presented stormwater fee appeal 2023-1. The property does follow the class and ERUs of the ordinance. The appeal was denied.

Mayor Joshua Marsh presented his items. They received 3 quotes for the fencing at Pirate Park. The board approved the lowest bid of Indiana Wire to not exceed $89,000. The board approved $6,000 for 2 streetlight repairs. Lindsay Jobe volunteered to be on the Insurance Committee.
