Greensburg City Council

Greensburg City Council met on Tuesday.

City Engineer Ron May presented ordinance 2022-01 for an inspection fee. This is for all additional re-inspections to cost the property owner $100 per inspection. Councilman Poling felt as though the $100 fee was too high. This was approved 4-1.

Councilman Kevin Fleetwood presented his issues with the fire truck standards not being met. They requested to have the Washington Township Trustee at the December, January, and February meeting, however they have not attended any of the 3. The question was should the Washington Township fire trucks meet the NFPA standard for reflection for the safety of the city employees. The current design on the chevrons that go on the back of the trucks and their color scheme, black and red, are difficult to see and do not meet the NFPA 1901. The ASTM standard within that does not list black at all as a reflective color, however black with glass bead does meet the reflections standard. The black on the fire trucks does not have glass bead however the black on the pickups that the fire department drives does have glass bead. All fire truck manufactures will go with standard unless it is otherwise approved and signed that they will not be standard, for liability reasons with the manufacturers. The easiest way to remedy this issue is to make a request that the color scheme be changed to the standard fluorescent yellow and red. To the Fire Chief’s knowledge all other fire trucks meet the NFPA standards at the time they were constructed. The City of Greensburg does pay the insurance for these trucks but they are reimbursed for this. The board approved a formal letter to be sent to Washington Township Trustee with an opinion and request of what they believe should be done. The board approved Jamie Cain to the apparatus committee.

Greg Fox with Dunn and Associates Insurance presented the 2021 year in review to the board.

Fire Chief Nathan Stoermer gave an update on the Fire Station Task Force. They have met twice and had good conversations where they decided to move offsite and begin to explore other sites for the new fire station. They did receive a vote of confidence from the board of works to continue moving forward with land negotiations. They requested a vote of confidence from the council to begin land negotiations. This was granted. Stoermer, along with Police Chief Mike McNealy, came to the council to request to pay out the Wellness Incentive for both the Fire and police departments. This is for the wellness program that gives monetary compensation to those who go above and beyond the standard. The program has been far more popular than expected, which is a positive. This was approved.

City Engineer Ron May presented ordinance 2022-02 to amend the rezone of the Scheidler property. This is a correction to a clerical error. This was approved. Ordinance 2022-04 to amend ordinance 2021-15 for the storm water utility was presented. This is to change the invoicing system to be done through the utility department on a monthly basis and does not have a monetary change. This was approved.

Ordinance 2022-03 to amend salary ordinance 2021-20 was presented. This is to pay firemen who supervise out at Honda $50 per hour when they are called out with less than a 12 hour notice. This was approved.
