Greensburg Redevelopment Commission Meeting- 3/6/25

The meeting began with the approval of the meeting minutes from the February 6, 2025. Mayor Josh Marsh swore in Timmy Langsten as the newest member of the Redevelopment Commission.

Chris Stephen, RDC Attorney, provided an update on the Decatur County Parks Department’s $100,000 capital improvement funding request for the ball diamond turf project. He noted that after multiple discussions with the State Board of Accounts, it was recommended that the Redevelopment Commission adopt a resolution affirming that, while the project is outside the TIF district, it will benefit and serve the allocation area. Following this guidance, the RDC unanimously approved Resolution 2025-06.

Zach Wirrig, Director of Public Projects, provided the following updates:

Property Marketing – No updates at this time.

Iron Men Apartment Complex – The Economic Development Agreement was sent to the company three weeks ago and is currently under review. Zach anticipates receiving it back with minor edits but no substantial changes. The project is still awaiting tax credit approval. Additionally, the parcels have been combined into one following the survey, and the legal description has been updated. Chris Stephen added that he has drafted the Quit Claim Deed, which is now with Chad Smith, Decatur County Commissioner Attorney, awaiting a signature from Commissioner President Jeremy Pasel.

Liberty Lakes – Beacon Builders has obtained two additional building permits and has begun construction on new homes. They have also sold two additional lots to private owners planning to build. The model home is now open and in use.

Mayor Josh Marsh stepped in for Brady Rogers, Reedy Financial due to scheduling conflicts. The 2024 Financial Report was provided to the RDC per guidelines before the April 1, 2025, deadline. Within those documents Mayor Marsh updated the commission that they have approximately $250,000 remaining on the 2020 Bond and these funds can be used for the property (Liberty Lakes). He mentioned paying for costs associated with upgrading the roads, leveling the ground or other expenses that they have encountered.

The commission voted to re-lease 12 acres of farmland on Veterans way to the farmer who leased in previous years.

The commission approved the claims in the amount of $594,385.31 which includes the $100,000 towards the turf project.

Bryan Robbins, Economic Development Corporation Executive Director, stated that the EDC has voted to move forward with having a housing study conducted throughout Decatur County and that he wasn’t asking for funding at this time but he wanted to let them know that he is hoping to have the study cost shared between the county and the city. Bryan added that the last housing study was conducted in 2019.
