One Year In: Assessing Greensburg’s DORA District

When the DORA (Designated Outdoor Refreshment Area) district was initially announced, some residents and even a few elected officials had reservations, mainly concerning potential littering and disorderly conduct.

As DORA has reached its one-year anniversary WTRE reached out to Mike McNealy, Greensburg Police Department Chief of Police, and asked the chief if he had encountered and complaints or violations related to the DORA. Chief McNealy replied, “We have not had any misconduct or concerns related to the DORA. Having several concerts out at Rebekah Park, The Eclipse Event and all of last year’s downtown events we have not recorded any complaints in regard to or violations of the DORA.”

According to the City of Greensburg’s DORA question and answer section. Greensburg has two approved permanent DORA vendors, the tAAp and The Beach Tiki Bar and Grill. Temporary vendors can apply to sell DORA beverages in the district. This is a great opportunity for festivals and other events. Temporary vendors are required to obtain a permit from the Indiana Alcohol and Tobacco Commission and from the City of Greensburg.

Allie Beck, Greensburg Mainstreet Executive Director, stated that the DORA district has greatly simplified beverage sales during downtown festivals and our DecCo Summer Concert Series. Previously, vendors had to invest significant time and money in creating physical barriers for these events.

Allie also said that the creation of DORA has spurred the creation of our new event “Let’s Go Girls”, a sip and shop event, scheduled for September 6, 2025.

Finally, DORA has facilitated connections with leadership and fellow Main Street representatives in other communities. Main Street Greensburg has assisted several other Indiana communities in establishing their own DORA districts.
