
Greensburg Water Board Meeting
The meeting began with the approval of April 1, 2025, meeting minutes.
Darren Burkhart provided information on the emails and conversations that he is having about the SRF & PER. Survey is still occurring on the 10th street project with a target date for the end of this week. Once that is received the project will begin to move forward.
Zach Wirrig provided project updates- Main Street project being completed with INDOT in 2026-2027 is moving along on schedule to complete preconstruction tasks. The Park Rd project watermain design has been completed and he continues to work with the different teams that will complete that project.
The board approved the April Claims. The board approved the purchase of a Kubota Mower from Stone’s Equipment for $13,599.00 and the approval to trade in their current Kubota mower that has approximately 1200 hours on it for $3,700. The April MRO was approved which seemed to be business as usual for the month as stated by Aaron Schwendenmann, Water Plant Superintendent. Aaron added that the crew is currently flushing hydrants in town.
Greensburg Board of Aviation Meeting
The meeting began with the approval of the April 3, 2025, meeting minutes.
Dr. Jon Dooley provided the Financial Report stating that they currently have combined in all accounts $429,951.14.
John Feister, BF&S provided an update by stating FAA IAP-22 close out letter was received in April. They are currently waiting on IAP-20, 21, & 23. John provided information stating that at this time there has not been any land acquisition grants, or apron project grants released since January of this year by the federal government. John stated that BF&S has reached out to the federal government and spoke about the importance that the city receives those funds as soon as possible. John spoke about additional state funding available that the board could explore to cover the alternate project that was not awarded originally. However, this would require the board to carry the $150,000 expense until they receive the funding. The board agreed that they needed to explore this a little more before deciding.
John stated that there has been a proposed 305 ft tower above ground in Harris City. It is BF&S’s feeling that this will impact the approach procedures and recommends that the Board of Aviation object to this proposed tower because it is not in the best interest of the airport and not in the best interest of funding that the FAA has granted Greensburg Airport for projects. The board agreed that John was going to draft a response that could be submitted to the FAA by the board objecting to the tower being constructed.
The board approved payment of the bills.
Greensburg Redevelopment Commission Meeting
The meeting began with the approval of the April 3, 2025, meeting minutes.
Zach Wirrig, Director of Public Projects, provided an update on:
Iron Men Apartment Complex- Zach stated that Iron Men are currently awaiting an answer on tax credit availability from the state. Chris Stephen, Attorney stated that they have shared the easement for the county to access the Communications Tower to allow Iron Men to have the opportunity to ask questions.
Liberty Lakes- Zach stated that the project continues to move forward. The water, wastewater, and sewers have been installed. Duke Energy is scheduled to complete the second phase of the project in the coming weeks. Also, gas will be going in soon. Currently they have 13 lots that are either sold or being built on by Beacon Builders.
Property Remarketing- Zach stated that the current contract with the realtor expired on April 13, 2025. The realtor has requested extending that contract six months with it being back dated to April 13, 2025, and expiring on June 3, 2025. The commission approved the extension. Zach added that the EDC has helped create marketing materials for advertising vacant properties and buildings in Decatur County.
Zach stated that Forge Fitness has plans to submit their site plan later this week for the property that they purchased a few months ago from the RDC.
The commission approved the April 2025 regular claims of $3,641.85.
Greensburg Board of Zoning Appeals
The meeting began with a public hearing – Green Sign Co. seeking a variance for a digital sign for the First Presbyterian Church located at 202 N. Franklin St. Greensburg, IN 47240. No comments or concerns were raised, and the hearing was closed.
The regular meeting began with the approval of April 1, 2025 & April 9, 2025, meeting minutes.
Green Sign Co. requested a variance for the digital sign for the First Presbyterian Church located at 202 N. Franklin St. Greensburg, IN 47240. Lauren Obendorf represented Green Sign Co and the church explaining that the sign will bring modern functionality to a historic building. Updating the sign is a way to enhance communication for the church. Lauren added that they were committed to a tasteful sign that matches the aesthetics of the historic building.
The property is in the historic district and is currently zoned B1.
The board unanimously denied the variance with no further discussion before taking a vote.
Greensburg Plan Commission Meeting
The meeting began with the approval of March 4. 2025 meeting minutes.
The commission heard from Sarah Hamer, Building Commissioner, discussed the need to contract with a third party to perform design reviews and inspections on class 1 or commercial properties that her office works with. She spoke about the Building Inspector and the great work that he has been doing, however, emphasized that his specialty is in residential homes and with new projects that are being developed and discussed it may be time that they work with a third party to handle commercial development. This would allow her office to have additional assistance in getting plan reviews and inspections completed on an as needed basis.
Sarah stated that with this there would be additional costs but that during a recent review of the fee schedule it showed that they are undercharging for services. Sarah received the support of the commission to proceed with and explore this option and to also explore what the fee schedule would need updated to include.
Both Sarah and Mayor Marsh spoke of an agency that has experience doing this exact thing and they stated that they will continue that conversation to find out additional information. Mayor Marsh pointed out that their building inspector is an as needed contracted employee and they do not have a full-time inspector.
