Decatur County Commissioners Meeting- 5/19/25

The meeting began with the approval of the May 5th meeting minutes, May 12th executive meeting minutes, claims, and payroll. Commissioners discussed working from home and overtime concerns.

Todd Houk, Highway Department, provided an update that his team continues to perform maintenance. Tracy, Enterprise Fleet Management Representative provided information on the possibility of supplying trucks for the Highway Department. They are discussing utilizing the same service that the Sheriff’s Department began using earlier this year. The commissioners took the information that was provided under advisement, and they will discuss at their next commissioners meeting.

Mike Eggleston, CIT Director, provided an update on the CIT program. They have hosted and completed 40 hours of training resulting in 15 people completing that training. Mike spoke about the wrap around services that are available and that the program is going as they planned for it to go. He stated that they have hired a Licensed Clinical Social Worker and two Special Deputies for the CIT program.

Sheriff Meyerrose, received approval for software updates and cameras to be installed in each interview room utilizing commissary funds.

The commissioners stated that they are awaiting the review of the proposed pool ordinance by their attorney before voting on its second reading.

The commissioners voted to contract with Travelers Insurance for their insurance. The insurance will be updated to include the Turf Project to ensure that the county is covered if something were to happen to the turf.

Doug Westerfeld, Area Plan Director, presented six properties for potential clean-up action. The properties presented were all served notices for clean-up with some dating back to to 2020. The commissioners reviewed each case, and the necessary steps involved. Following discussion, they approved clean-up efforts to proceed on one property, granted 30-day extensions to three property owners, placed one property on hold pending a site revisit to verify the owner’s claims of clean-up, and placed another on hold due to title and deed concerns.

Commissioner Jeremy Pasel asked Doug Westerfeld for an update on the Adams Township Volunteer Fire Department building and whether any issues were delaying its opening. Doug explained that a few concerns had arisen, including discrepancies between the building plans approved by the state and county and the structure that was actually built. As a result, the project is currently at a standstill while they work with the engineer to address these concerns and obtain the correct set of plans that reflect the building as constructed.

Leigh Ann Dashiell, 911 Director received approval to continue with her updates to the emergency tower utilizing her available funds.

The commissioners approved a Disaster Declaration March 30-April 8, 2025. This is a formality to allow for the county to apply for reimbursement of a percentage of expenses that were incurred due to the storms that we had during that time.

The commissioners approved a $5,770 quote to update the bathrooms located at the Track Grandstands.

The commissioners approved the use of Rebekah Park and the Ampitheatre to Decatur County Visitors Center for their Concert Series.

The commissioners approved the consulting agreement with Dossett Consulting.

Commissioner President Jeremy Pasel announced that disbursement of READI 2 funds is set to begin as early as this week. He confirmed that the funding for READI 2 projects is now moving forward.

Jeremy Pasel reminded all county employees to park in the parking lot designated for county employees.
