Decatur County Council Meeting- 5/20/25

The meeting began with the approval of the April meeting minutes.

The council approved the following 2026 Budget Calendar- Department Heads will present their budget requests on August 18th beginning at 1pm. The Budget workshop will occur following the council meeting on August 19th. The Public Hearing will be held on September 16th, with the adoption of the budget scheduled for October 21st.

Mike Eggleston, CIT Director, provided an update on the CIT program. They have gone on 80 calls for service. They have hosted and completed 40 hours of training resulting in 15 people completing that training. Mike spoke about the wrap around services that are available and that the program is going as they planned for it to go. He stated that they have hired a Licensed Clinical Social Worker and two Special Deputies for the CIT program.

Dorene Greiwe, Assessor presented a request for waiver of non-compliance for Delta Faucet. Delta Faucet has not filed the required documents for the past 2 years so that they would receive their abatement. Dorene explained that Delta Faucet is requested that the county council approve a waiver that would allow them to receive an abatement for that time period even though they had not filed those required documents. After discussion the council voted unanimously to deny that waiver of non-compliance for the 2-year time period. Delta Faucet will be able to file the needed documents and receive an abatement moving forward for the remained time period but will receive no abatement for those 2 years.

Commissioner President Jeremy Pasel received unanimous approval from the County Council to amend the EDIT Plan, allocating an additional $25,000 for fundraising materials related to the capital campaign for the new fairgrounds building.

Pasel also secured approval to re-appropriate $100,000 to the Ball Diamond Project. While these funds were originally approved last fall for the Parks Department, re-appropriation was necessary to designate them specifically for the Ball Diamond initiative. This motion passed with a 6-1 vote, with Councilman Danny Peters voting in opposition.

Additionally, Pasel requested that a special session be scheduled to provide proper public notice for a future request to increase appropriations for the READI project, ensuring continued progress on that effort.

Leigh Ann Dashiell, 911 Director, addressed the Council regarding necessary repairs to the emergency communication tower located at the site of the former Decatur County Detention Center. The total repair cost is estimated at $68,000. The 911 Board has committed up to $20,000 toward the project. Dashiell noted that a county ledger earmarked for such needs contains approximately $700,000 in unspent funds. She requested a special session be called to allow proper notice for a formal request to transfer $50,000 from that account into a new Tower Maintenance line item.

The council scheduled a special session on June 3, 2025, at 9am to hear Leigh Ann & Jeremy’s requests.

The council also approved all transfers and additionals.
